Job Description
SUMMARY OF RESPONSIBILITIES
The Human Resources Manager is responsible for the development and management of all recruitment and staffing needs. This individual is responsible for developing, executing, and evaluating the recruiting, interviewing hiring, and onboarding process for available positions throughout the Company ensuring that recruiting, interviewing, hiring, and onboarding procedures comply with state and federal employment law practices.ESSENTIAL FUNCTIONS
Develops recruitment, hiring, onboarding and retention strategies that foster person centered practices and excellent customer service to achieve required staffing levels. Analyzes resumes/applications, screens and approves applications per job description. Conducts and coordinates the interviewing process ensuring compliance of required documents at the time of interview. Responsible for securing required background check as identified by funding sources and any other identified requirements/documentation prior to hiring. Conducts new hire onboarding and schedules required initial 90 day training in coordination with the HR Director and VP of HR. Enrolls new employee in the DIDD designated web based training. Develops, oversees, and evaluates company mentoring program making recommendations as applicable.Chairs Hiring Committee:
Tracks recruitment activity, applications and new hire onboarding requirements including employee transfer, promotion, and company staffing needs. Directs the efforts of temporary employment agencies and search firms including negotiating and controlling employment-related fees. Provides information on company operations and job opportunities to potential applicants maintaining an up to date company job opportunity on company website. Develops and maintains professional relationships with colleges, universities, and community college placement offices as a source for qualified applicants. Maintains contact with local technical schools/centers and career centers. Ensures confidentiality regarding sensitive material including applicant's, employee's, and persons supported's right to privacy and protected health information, following Health Insurance Portability and Accountability Act (HIPAA) as amended and its implementation regulations. Schedules and attends job/career fairs with appropriate staff to generate qualified applicants. Creates and posts internal job postings and recruitment advertising. Conducts trainings including but not limited to CPR and First Aid. Conducts internal investigations and makes outcome determinations recommendations. Provides support and assistance to Quality Assurance Director as needed, including on call duties. Participates in Incident Management Committee meeting. Utilizes TIMAS database system in all realms applicable to Human Resources. Assists in the tracking of employee training compliance, initial and on-going, as well as inputting employee training time into the TIMAS database system. Develops and coordinates volunteer program ensuring application/background check compliance, training and supervision. Develops curriculum and conducts new hire orientation. Selects and/or develops teaching aids such as training handbooks, procedural manuals, demonstration models, multimedia visual aids, computer tutorials, and reference works. Chairs the Employee Advisory Council, developing programs and procedures to enhance internal communication, recognition and morale. Responsible for the development of quarterly company newsletter. Supervise the Human Resources and Reception Specialist position. Other duties as assigned by the Human Resources Director and Vice President of Human Resources to assist in the effective functioning of the Human Resources Department and other duties assigned by the Vice President of Operations or the President.KNOWLEDGE AND SKILLS
Knowledge of personnel policy and procedure and federal and state laws regarding employment practices. Experience in creative and diverse recruiting strategies. Commitment to and knowledge of community based support for people with intellectual and developmental disabilities. Ability to maintain effective professional relationships internally and externally. Ability to present facts and recommendations effectively in oral and written form. Excellent time management skills and ability to prioritize. Strong computer skills in recruiting using the internet, Microsoft, Excel, and power point.EDUCATIONAL AND WORK EXPERIENCE
Bachelor's degree in human resources or a related field. Two years of directly related experience in the field of human resources. Certified Professional in Human Resources (PHR) or SHRM Certified Professional SHRM-CP) preferred.REQUIRED LICENSES AND/OR CERTIFICATES DIDD
required web based training. CPR and First Aid instructor certifications. Valid Tennessee's driver's license with acceptable driving record. Other certifications/training as identified necessary to meet company training standards and needs.WORKING CONDITIONS
Fast paced working environment. Overtime required throughout the year as determined necessary. General office working conditions. While performing the duties of the job, employee may travel by automobile, utilizing own vehicle or available company vehicle and is exposed to changing weather conditions.
