Exempt Job Summary Responsible for planning, organizing and implementing recruitment, employment practices, compensation, employee handbook maintenance, employee relations and training and development. Responsible for the coordination and administration of employee benefit programs, maintenance of personnel records, credentialing, human resource information system (HRIS), employee relations and training and development. Duties and Responsibilities Provides human resource services. Safeguards the confidentiality of employee files, personnel file information, credentialing files and payroll information, maintaining all files are in regulation. Organizes, collates, and generates reports and spreadsheets based on HR information. Promotes ideas to increase employee morale. Identifies, facilitates and participates in recognition, recreation and social programs. Ensures current continuous posting of all state and federally required employee notices. Updates Employee handbook when needed and revisions are approved by CEO, and then passed along to employees. Provides benefits administration. Coordinates and administers employee fringe benefit programs including, but not limited to, worker's compensation insurance, 401(k) retirement plan, health, dental, vision and life insurance plans, disability insurance, cafeteria plan, and unemployment insurance. Coordinates and administers FMLA, COBRA and personal leaves of absence. Participates in open enrollment and benefit research to ensure competitiveness with market rates and new benefit offerings. Provides support for staff recruiting. Ensures Equal Employment Opportunity compliance. Implements and administers employee selection and placement process including coordinating external and internal job posting, application and interview processes, transfers and promotion processes. Coordinates recruitment via advertising, Internet, job fairs, career days, and other modes and approving the advertising expenses. Monitors and tracks applications to comply with EEO regulations. Conducts reference and background checks. Facilitates employment agreements for medical staff and offer letters for support staff. Conducts exit interviews of all terminated employees when possible. Notifies management of all CEO approved changes to personnel policies or procedures required by regulatory changes, legal cases, or advice of counsel.i. Notifies supervisors of required employee training, such as certifications, licensure and upcoming evaluations. Provides compensation support and review. Reviews wage and salary structure, pay policies, performance appraisals. Monitors for effectiveness and cost containment. Conducts and responds to salary and benefit surveys for executive, exempt and non-exempt staff. Organizes, collates, and generates reports and spreadsheets based on HR information, such as turnover ratios. Reviews personnel actions including merit increases, promotions, transfers and disciplinary actions. Processes all employee status change requests and updates personnel file on a timely basis. Directs and assures compliance and documentation with regard to employee evaluations, grievances, disciplinary actions, and terminations, etc. Create and update job descriptions after discussions with managers and with trends in workplace. Provide Credentialing Services Develops procedures for credentialing per the credentialing requirements for the center. Requests and files applications, credentialing documents and supporting material. Receives applications for credentials, reviews references and verifies the applicant's qualifications, competency, and scope of practice credentials in each staff applicant's file. Conducts or assists with the investigation and appropriate reporting of adverse or incomplete information. Credentialing of Providers ensuring all is up to date and accurate. Coordinates credentialing correspondence. Maintains confidentiality of information processed. Monitors and evaluates the center's relevant employment and credentialing policies and procedures, and make suggestions for improvements, as needed. Demonstrating flexibility, enthusiasm and willingness to cooperate while working with others in assigned inter-professional care teams to support PCMH programmatic activities. Participate in population management activities, as directed. Assist the care team by helping to measure quality and identify, refine and implement practice improvements that support the medical home, and assist in performance evaluation and quality improvement. Apply the principles of comprehensive, community-based, patient-centered, developmentally appropriate, and culturally and linguistically sensitive care. Maintains professional courtesy at all times. Performs all other related duties as assigned. Knowledge, Skills and Abilities Required Knowledge of human resource management procedures, labor laws, agency regulations. Knowledge of compensation, recruitment, interviewing, reference checking and other selection methods. Knowledge of federal regulations related to employment particularly the Equal Employment Opportunity Act. Knowledge of human resource information systems and related computer applications. Knowledge of employment law with an emphasis in recruitment and compensation. Knowledge of evaluating applications/resumes. Knowledge of recruiting by creating innovative modes of reaching candidates. PC literate, detail oriented, with sound analytical skills. Ability to communicate effectively with all types of applicants and employees in written and verbal form. Ability to establish/maintain effective working relationships. Ability to exercise initiative, judgment and decision-making in employment matters and decisions regarding safety issues. Superior interpersonal abilities. Ability to get along with diverse personalities by being tactful, mature and flexible. Ability to define problems, collect data, establish facts, and direct questions to appropriate staff members. Preferred Takes initiative to attend additional training to enhance skills, capabilities and certification level. Bilingual in English and Spanish is preferred but not required. Credentials and Experience Required A minimum of Two (2) years' experience in personnel, preferably in health care setting. Preferred Associates Degree, prefer BA/BS Degree in Human Resources, Business or related field. Recruitment and compensation experience desirable. Health center experience. Special Requirements Requires sitting, standing and walking for extensive periods of time. Requires working under stressful conditions or working irregular hours. This position does not require frequent exposure to communicable diseases, body fluids, toxic substances, medicinal preparations and other conditions common to a clinic environment. The employee frequently is required to reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
