GENERAL PURPOSE
The Human Resources & Risk Director establishes program direction and provides leadership for Ogden City's Human Resources and Risk Management Division. Working under the administrative direction of the Executive Director of Management Services, this position implements strategic priorities and supports organizational decision-making in collaboration with executive leadership. This role serves as a key resource to city employees, leadership, and the public by providing guidance on personnel programs, benefits, policies, and procedures. The Director exercises direct supervision over professional, technical, and clerical staff and ensures effective delivery of human resources and risk management services across the organization.
ESSENTIAL JOB FUNCTIONS
Leadership & Administration:
Lead, supervise, and develop Human Resources and Risk Management staff Plan, prioritize, and evaluate division programs, services, and performance Develop and manage the division budget and resources Support executive leadership with analysis, recommendations, and implementation of organizational priorities
Human Resources Management:
Oversee all HR functions, including recruitment, hiring, onboarding, compensation, classification, benefits, and payroll Lead performance management, employee development, and workforce planning efforts Administer employee relations processes, including policy interpretation, conflict resolution, grievances, workplace investigations, and complex personnel issues Ensure compliance with federal, state, and local employment laws and regulations
Risk Management & Safety:
Direct and coordinate citywide risk management programs, including workers' compensation, liability claims, and insurance administration Manage claims processes in collaboration with the City Attorney's Office, including review, documentation, and case coordination Analyze claims and provide recommendations regarding resolution and risk exposure Partner with legal counsel on claims strategy, litigation support, and settlement considerations Implement safety programs and training to reduce organizational risk and liability exposure Evaluate and recommend insurance coverage and risk mitigation strategies
Policy, Strategy & Communication:
Lead the development and implementation of HR and risk management policies, procedures, and programs Monitor trends, legislation, and best practices to support organizational effectiveness and compliance Serve as liaison with departments, external agencies, and partners. Prepare and present information, reports, and recommendations to leadership and governing bodies as needed
EDUCATION AND EXPERIENCE REQUIREMENTS
At least five years of supervisor experience, with progressively increasing responsibilities. Bachelor's Degree in Human Resource Management, Public Administration, or a related field. An equivalent combination of the above-stated work experience and education may be considered.
SPECIAL REQUIREMENTS
Must possess a valid Utah driver's license or the ability to obtain one. Employee will be required to complete
NIMS IS100, IS200, ICS300, ICS400, IS700, IS800, IS701, IS703, IS775, IS807, IEMC
course(s) and position-specific ICS courses based on assignment within two years of hire.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Principles and practices of human resources, risk management, and public sector administration Employment law and labor relations Workers' compensation, liability claims, insurance coverage analysis, and risk mitigation strategies Organizational development, performance management, and employee relations Municipal budgeting and public sector operations Applicable federal, state, and local laws, regulations, and compliance requirements (including OSHA) Skills in: Leading, supervising, and developing diverse teams across professional and technical functions Analyzing complex organizational, personnel, and risk issues and implementing effective solutions Interpreting and applying laws, policies, contracts, and collective bargaining agreements Managing sensitive situations with sound judgment in legal, political, and public environments Communicating clearly and effectively with employees, leadership, elected officials, and the public Evaluating programs, policies, and service delivery to improve organizational effectiveness Ability to: Build and maintain effective working relationships with employees, leadership, and community stakeholders Maintain confidentiality and handle sensitive matters with discretion Balance strategic priorities with operational demands in a public sector environment Represent the City effectively in complex or high-profile situations Ensure compliance with city policies, safety standards, and regulatory requirements
