Purpose and Scope of Job:
This position is responsible for developing, planning, monitoring and ensuring effective implementation of a broad range of Human Resource functions to include recruiting/employment activities, benefits programs, HRIS management, employee relations, immigration, EEO, and special projects. Position ensures compliance with State and Federal regulations; serves as consultant to Managers and supervises assigned department personnel. Essential Functions (other duties may be assigned): Administers all U.S.employee benefit programs:
health & welfare plans (medical, dental, vision, life disability), 401(k), pension, employee assistance program, wellness initiatives, etc. Coordinates open enrollment activities for benefits. Maintains and updates benefits information, deductions, and plan summaries. Evaluates health and welfare programs and administrative service providers as a member of the Benefits Committee. Utilizing HRIS; models salary budget scenarios, develops tables linking performance assessment results to salary adjustment amounts and insures accurate posting of new salary levels to payroll. Administers immigration program for sponsorship of foreign national employees to obtain required work visa or lawful permanent resident status. Assists with the leadership and coordination of human resources special events to include new employee orientation. Assists Director of Human Resources with conducting a continuing study of Human Resources policies, programs and practices; and recommends new approaches and procedures to effect continual improvements in the efficiency of the department and services performed. Assists in budgeting and cost analyses of Human Resources activities and ensures that activities operate within appropriated amounts. Participates in developing departmental goals, objectives and plans. Supervises, evaluates and directs the work of assigned Human Resources staff. Ensures compliance with state and federal regulations governing human resources activities. Provides policy interpretation and guidance to managers and employees. Assists the Human Resources Director in development of Human Resources budget and in compiling and evaluating human resource requests from other functional areas for development of annual headcount budget. Administers workers compensation, FMLA, and ADA programs. Assists in conducting investigations of cases of alleged employee misconduct and/or harassment involving weekly paid employees, prepares documentation and assists Human Resources Director in development of recommended action. Process, verify, and maintain personnel related documentation, including grievances, performance evaluations, and employee leaves of absence.Minimum Qualifications:
Bachelors Degree in Business Administration, Human Resources, or equivalent experience eight to ten (8-10) years of human resources experience, plus three (3) years minimum management experience. Thorough understanding of employment lawFLSA, ADA, FMLA, EEO/AA, HIPAA, COBRA
Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification. Familiarity with multiple HRIS applications. Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook Proficiency with Ultipro- Core, Salary Planning, Benefits, Recruiting, Performance Management, Time & Attendance modules Proficiency with Concur Proficiency with Fortis Proficiency with Lotus Notes databases Knowledge of SMA Human Resources policies Knowledge of employment law (FLSA, ADA, FMLA, EEO, HIPAA, COBRA) Any additional essential skills and/or knowledge as shown in the HRIS Career & Education > Skills section for incumbents holding this job title.
