  • Required Location On-site (Office Administration) Job Overview We are seeking a structured, proactive, and dual-skilled Human Resources & Office Manager to oversee our core HR lifecycle, employee administration, regulatory compliance, and daily office management operations.
This position requires strong expertise in 100% full-cycle recruitment, onboarding/offboarding, health benefits enrollment, compliance management (I-9, W-4, COBRA), worker safety administration, and comprehensive office management (office supplies, breakroom procurement, call routing, and invoice archiving). Bilingual fluency in English and Spanish is strictly required. Responsibilities 1. 100% Recruitment & Full-Cycle Human Resources Lead 100% end-to-end recruitment efforts: posting jobs across channels, candidate sourcing, resume screening, scheduling, and conducting interviews. Manage full onboarding and orientation for new hires, setting up employee profiles in databases and assembling physical files. Facilitate employee offboarding procedures, exit clearance, and secure record archiving. Coordinate employee health benefits enrollment, open enrollment periods, and qualified life status changes. Administer COBRA notification processes and status tracking for departing employees in compliance with regulations. 2. Regulatory Compliance & Documentation Ensure strict compliance with federal and state employment regulations, including legal retention and disposal guidelines for I-9 forms. Oversee tax documentation processing and compliance checks (W-4 forms and state withholding forms). Manage Workers' Compensation / Labor & Industries (L&I) claims, tracking medical releases, light-duty restrictions, and return-to-work protocols. Maintain audit-ready HR records, personnel files, and compliance binders. 3. Office Management & Daily Administration Serve as the main receptionist contact for answering, screening, and routing incoming office phone calls professionally. Manage office supply procurement, stationery inventory, breakroom groceries, and daily operational supplies. Maintain organized physical filing systems, specifically archiving vendor invoices and credit card statements alphabetically, and vehicle files numerically. Perform monthly credit card expense reconciliation by matching physical/digital receipts to card statements and categorizing expenses. Manage annual client outreach projects (customized holiday greeting cards, address labeling, and mailing). 4. Employee Training, Performance & Engagement Administer monthly employee performance evaluations, record scoring metrics, and track departmental averages. Coordinate monthly company meetings and training programs: research operational topics, draft training presentations, track attendance rosters, and manage employee recognition awards. Oversee uniform and inventory management, including stock audits, order submissions, and employee sign-out distribution tracking.
Qualifications & Requirements Bilingual Fluency:
Must be fully fluent in both English and Spanish (written and verbal communication skills required). Candidate applications without bilingual proficiency will not be accepted.
Recruitment Expertise:
Proven 100% recruitment experience with full control over candidate pipeline management, sourcing, screening, and hiring.
HR & Office Management Experience:
3+ years of combined experience in HR administration, generalist duties, and office management/reception oversight.
Core HR & Compliance Knowledge:
Thorough knowledge of HR lifecycle processes, benefits enrollment, COBRA administration, W-4 tax processing, I-9 audit protocols, and Workers' Compensation (L&I).
Administrative & Technical Skills:
Strong skills in answering multi-line phone systems, vendor invoice archiving, inventory ordering (Costco/Amazon), and proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
