Job Summary The HR & Safety Manager is responsible for leading the Human Resources and Occupational Safety functions for Columbia Fruit Packers' Yakima Valley orchard and warehouse operations. This position partners with managers and employees to foster a safe, compliant, and productive workplace while supporting recruitment, employee relations, leave administration, safety compliance, workers' compensation, employee training, and regulatory compliance. The HR & Safety Manager serves as the primary HR and Safety resource for Yakima Valley employees and works closely with the HR Director and operations leadership to ensure consistent application of company policies, employment practices, and workplace safety standards. Human Resources (50%) Recruiting & Onboarding Coordinate recruitment activities including job postings, sourcing candidates, interviewing, reference checks, background checks, and hiring recommendations. Prepare employment offers and coordinate pre-employment requirements. Conduct new hire orientation and onboarding for domestic and H-2A employees. Maintain personnel files and onboarding documentation. Coordinate new hire drug testing for safety-sensitive positions. Employee Relations Serve as the primary HR contact for employees and supervisors throughout the Yakima Valley operations. Provide guidance regarding company policies, performance management, attendance, corrective action, and employee relations. Conduct workplace investigations involving employee concerns, harassment, discrimination, misconduct, and policy violations. Coach supervisors and managers on effective employee management, documentation, and conflict resolution. Conduct exit interviews and assist with separation documentation. Maintain a visible HR presence through regular visits to orchard, warehouse, and administrative locations throughout the Yakima Valley. H-2A Program Support Coordinate onboarding and orientation for H-2A employees. Assist with domestic recruitment requirements associated with the H-2A program. Maintain H-2A documentation, abandonment reports, and required employment records. Conduct regular visits to orchard, warehouse, and H-2A housing locations to support employee engagement and ensure compliance. Coordinate H-2A arrivals, departures, transportation documentation, and employee communication. Partner with orchard managers, warehouse managers, and supervisors regarding employee relations, workforce planning, and staffing needs. Benefits & Leave Administration Assist eligible employees with benefits enrollment and employee education. Coordinate monthly enrollment activities and employee status changes. Administer Family and Medical Leave (FMLA), Washington Paid Family & Medical Leave (PFML), ADA accommodations, and other leave programs. Coordinate return-to-work processes and light-duty assignments. Track leave activity and communicate with Payroll regarding employee status changes. Respond to employee questions regarding benefits, leave, PTO, and company policies. Safety Responsibilities (50%) Safety Program Administration Promote a culture of safety throughout Yakima Valley orchard, warehouse, and support operations. Conduct regular orchard safety inspections and help with cold storage facility safety functions when needed. Identify workplace hazards and partner with management to implement corrective actions. Complete and maintain compliance with OSHA, WISHA, Workers' Compensation, and company safety policies. Maintain required safety documentation and records. Safety Training Coordinate and conduct new employee safety orientation.
Conduct ongoing safety training including:
Personal Protective Equipment (PPE) Ladder safety Heat illness prevention Hazard Communication Pesticide and chemical safety Emergency response procedures Forklift and powered industrial truck safety Lockout/Tagout awareness (as applicable) Safe equipment operation Coordinate annual respirator fit testing and other required safety procedures. Incident & Workers' Compensation Management Investigate workplace injuries, accidents, and near misses. Complete incident documentation and identify corrective actions. Coordinate workers' compensation claims with the packinghouse safety manager. Maintain communication with injured employees throughout recovery when needed. Monitor injury trends and recommend preventive improvements. Safety Leadership Assist supervisors in maintaining safe work practices. Coordinate Safety Committee meetings. Assist with emergency preparedness planning. Recommend improvements to safety policies and procedures. Ensure adequate PPE is available and properly utilized. Leadership & Collaboration Partner with orchard managers, warehouse managers, and department supervisors to support operational objectives through effective Human Resources and Safety practices. Build positive working relationships with employees at all levels of the organization by promoting open communication, trust, and accountability. Promote a culture of respect, teamwork, safety, continuous improvement, and employee engagement. Participate in leadership meetings and provide guidance and recommendations on Human Resources, employee relations, and workplace safety matters. Collaborate with the HR Director and leadership team to support organizational initiatives and achieve departmental and company goals. Compliance & Reporting Ensure compliance with all applicable federal, state, and local employment laws and regulations. Maintain compliance with OSHA, WISHA, Workers' Compensation, and company safety policies and procedures. Coordinate required HR and safety training programs to ensure ongoing regulatory compliance. Maintain labor law postings and other required workplace notices. Prepare reports, documentation, and metrics requested by leadership to support operational and compliance objectives. Continuous Improvement Identify opportunities to improve Human Resources processes, safety programs, employee engagement, and operational efficiencies. Recommend and implement practical solutions that support a positive workplace culture and continuous improvement. Monitor workplace trends, employee feedback, and safety performance to proactively address issues and improve overall organizational effectiveness. Qualifications Required Bachelor's degree in Human Resources, Business Administration, Occupational Safety, or a related field, or an equivalent combination of education and experience. Five or more years of progressively responsible Human Resources and/or Occupational Safety experience. Working knowledge of Washington employment laws, FMLA, PFML, ADA, Workers' Compensation, OSHA/WISHA regulations, and HR best practices. Excellent interpersonal, leadership, conflict resolution, and communication skills. Strong organizational, analytical, and problem-solving abilities. Proficiency with Microsoft Office applications. Valid driver's license with an acceptable driving record. Preferred Bilingual (English/Spanish).
SHRM-CP, SHRM-SCP, PHR, SPHR, OSHA
30, ASP, CHST, or similar professional certification. Experience supporting multi-site operations. Experience in agriculture, food processing, manufacturing, warehouse, or distribution environments. Experience administering H-2A employment programs. Experience conducting workplace investigations. Physical Requirements & Working Conditions Frequent travel between orchard, warehouse, office, and H-2A housing locations throughout the Yakima Valley. Combination of office and outdoor work in varying weather conditions. Ability to walk uneven terrain, climb stairs and ladders, and occasionally lift and carry up to 30 pounds. Ability to stand, walk, bend, kneel, and sit for extended periods throughout the workday. Occasional evening, weekend, and seasonal work may be required to support operational needs.
