In-Office Position Supervisory Responsibility:
May provide functional oversight or guidance to managers and administrative staff; serves as the organization's primary Human Resources professional. Position Summary PACE Enterprises of West Virginia is seeking a resourceful, hands-on Director of Human Resources to lead all Human Resources functions for a mission-driven organization employing individuals across multiple programs, worksites, and government and commercial contracts. This position serves as PACE's primary Human Resources professional and is ideal for someone who enjoys variety, problem-solving, talent acquisition, employee relations, and building practical HR processes in an environment where priorities can change quickly. The Director of Human Resources manages the full employee lifecycle, including recruiting, onboarding, employee relations, benefits administration, leave management, workers' compensation, compliance, training, performance management, HRIS administration, and policy development. Because this is a lean Human Resources function, the successful candidate must be comfortable working independently, researching unfamiliar issues, prioritizing competing demands, and using technology and modern productivity tools to work efficiently while maintaining appropriate confidentiality and data-security standards. Experience in nonprofit organizations, social services, disability employment, vocational rehabilitation, behavioral health, government contracting, or other human-services environments is strongly preferred. Essential Duties and Responsibilities Talent Acquisition & Workforce Planning Manage full-cycle recruiting for positions across PACE programs, administrative departments, social-service programs, and contract worksites. Develop and post job advertisements, screen applicants, coordinate interviews, extend offers, and manage pre-employment requirements. Maintain active recruitment pipelines for positions that experience frequent vacancies, turnover, or limited candidate availability. Partner with managers to identify staffing needs, hiring priorities, scheduling challenges, and workforce gaps. Develop creative recruiting strategies for difficult-to-fill positions and geographically dispersed worksites. Coordinate background checks, employment screenings, eligibility requirements, and other pre-employment processes. Ensure hiring practices remain consistent with applicable federal and state employment laws and organizational requirements. Employee Relations Serve as the primary HR resource for employees and managers regarding workplace concerns, complaints, policy interpretation, attendance, conduct, performance, and interpersonal issues. Conduct workplace investigations and document findings and recommendations. Coach managers regarding performance management, corrective action, documentation, and employee communication. Assist leadership with disciplinary actions, separations, and other sensitive employee matters. Respond to employee concerns professionally, consistently, and objectively while balancing employee needs with organizational operations. Identify recurring employee-relations issues and recommend improvements to policies, training, communication, or management practices. HR Compliance & Policy Administration Maintain knowledge of applicable employment laws and regulations, including FLSA, FMLA, ADA, Title VII, workers' compensation, unemployment, wage and hour requirements, and other federal and West Virginia employment requirements. Maintain and update personnel policies, procedures, job descriptions, employee records, and required employment documentation. Monitor compliance requirements associated with government contracts and programs. Assist leadership with internal and external HR-related audits. Maintain confidential personnel information and ensure appropriate document retention and recordkeeping practices. Research complex or unfamiliar HR issues and provide practical, well-supported recommendations to leadership. Government Contract & Disability Employment Support Support HR requirements associated with federal, state, AbilityOne, State Use, or similar government/service contracts. Work collaboratively with program leadership to maintain appropriate staffing levels and documentation required under applicable contracts. Understand the unique HR considerations associated with employing individuals with disabilities and individuals receiving vocational or supportive services. Coordinate appropriately with program staff, job coaches, case managers, rehabilitation professionals, and other stakeholders while maintaining employee confidentiality and appropriate employment boundaries. Support compliance with contract wage determinations, fringe-benefit requirements, employee classifications, and related employment provisions. Experience administering Service Contract Act/Service Contract Labor Standards requirements, fringe-benefit obligations, or similar government-contract wage structures is highly desirable. Benefits Administration Administer employee benefit programs, including medical, dental, vision, life, disability, retirement, and other employer-sponsored benefits. Serve as the primary liaison between PACE, employees, benefit brokers, retirement providers, insurance carriers, and third-party administrators. Coordinate annual benefit renewals and open enrollment. Review benefit eligibility, enrollment, deductions, invoices, and employee questions. Assist leadership with evaluating benefit costs, plan changes, employee impact, and vendor recommendations. Administer or coordinate benefit requirements associated with government-contract fringe contributions when applicable. Work closely with Finance and payroll personnel to ensure benefit deductions, employer contributions, fringe payments, and related payroll information are administered accurately. Leave, Workers' Compensation & Accommodations Administer FMLA and other employee leave programs. Coordinate workplace accommodation requests and participate in the ADA interactive process. Manage workers' compensation claims, injury reporting, return-to-work documentation, and communication with employees, supervisors, and carriers. Track employee leave usage, eligibility, certifications, and required notices. Maintain accurate and confidential documentation related to medical information, leave, accommodations, and workers' compensation. HRIS, Payroll Support & Reporting Maintain employee information within the organization's HRIS and related HR systems. Process and verify employee changes including new hires, terminations, wage changes, benefit elections, status changes, transfers, and other personnel actions. Collaborate with Finance and payroll personnel to resolve payroll, timekeeping, benefit, and employee-data discrepancies. Develop reports and spreadsheets to monitor staffing, compensation, benefits, turnover, compliance, and other workforce metrics. Maintain accurate employee files and electronic HR records. Identify opportunities to improve workflows, automate repetitive tasks, and reduce administrative burden. Training & Organizational Support Coordinate required employee training and learning-management-system assignments. Support manager training related to employee relations, documentation, compliance, interviewing, and HR procedures. Participate in leadership discussions regarding staffing, employee engagement, compensation, organizational changes, and workforce planning. Develop practical HR processes, templates, forms, guides, and resources for managers and employees. Continuously evaluate HR processes and recommend improvements that increase efficiency, consistency, and compliance. Required Qualifications Bachelor's degree in Human Resources, Business Administration, Management, Psychology, Social Services, or a related field; equivalent combinations of education and relevant experience may be considered. Approximately 3-5 years of progressively responsible Human Resources experience , including experience in multiple areas of HR. Demonstrated experience with recruiting and talent acquisition. Experience handling employee-relations matters with discretion and professionalism. Working knowledge of federal and state employment laws. Strong written and verbal communication skills. Strong organizational skills and the ability to manage multiple competing priorities. Ability to work independently and make sound decisions without continuous supervision. Proficiency with Microsoft Word and Excel. Comfort learning HRIS, payroll, benefits, applicant-tracking, learning-management, and other business systems. Strong research and problem-solving skills. Preferred Qualifications Degree concentration in Human Resources or Human Resource Management. SHRM-CP, PHR, or other Human Resources certification. Experience working in a nonprofit, social-services, disability-services, behavioral-health, vocational-rehabilitation, or community-service organization. Experience working with employees with disabilities or individuals receiving supportive or vocational services. Experience supporting federal or state government contracts. Familiarity with AbilityOne, State Use programs, Service Contract Labor Standards, wage determinations, or contract fringe-benefit requirements. Experience administering employee benefits and working directly with brokers, insurance carriers, retirement-plan providers, or third-party administrators. Experience with Paycom or a comparable HRIS. Experience managing
FMLA, ADA
accommodations, and workers' compensation. Advanced Excel skills, including the ability to organize, analyze, and reconcile HR-related data. Technology & Resourcefulness PACE operates with a lean administrative structure. The Director of Human Resources must be comfortable independently researching HR questions, developing resources, and identifying efficient ways to complete administrative and strategic work. The successful candidate should be comfortable using modern technology and productivity tools, including HR systems, Microsoft Office applications, automation tools, and appropriately approved artificial-intelligence tools. Any use of technology or AI must comply with organizational confidentiality, privacy, cybersecurity, and employee-data requirements. Work Environment The Director of Human Resources works primarily from PACE's main administrative facility in Morgantown but may occasionally travel to PACE worksites or contract locations throughout West Virginia.
