POSITION SUMMARY
Determines eligibility of WFD applicants following current plan and program policies and regulations. Maintains up to date with current eligibility regulations for each program within WFD, including P.L. 102-477, income, tribal enrollment, employment, welfare and other applicable laws. Assist staff and provide follow up with policies and procedures relevant to WFD and applicant eligibility. Conducts interviews and determines eligibility and ongoing participants based on WFD policy and procedures. Provides case management and file reviews. Work closely with all staff to maintain and ensure state and federal requirements are met. Ensures compliance with Child Support Enforcement, Social Security and other requirements for all WFD programs. Provides support to remote participants to promote self-sufficiency, educational opportunities, reviews training possibilities for work readiness and increases the overall wellbeing of clients, children and their families. Reports directly to the Workforce Development Director or Designee.
PRINCIPLE DUTIES AND RESPONSIBILITIES
Maintains confidentiality for all information regarding applicants and programs. Strong understanding of WFD eligibility criteria, policy and procedures. Processes application determinations and eligibility status in a timely manner. Provides approval documents and resources to participants with applicable deadlines to promote self-sufficiency and wellness. Participates and obtains training in the continuous improvement process and tools to enhance the quality of service delivery to program recipients. Have extensive knowledge of public Law 102.477 and all WFD programs to ensure the proper monitoring of programs and enforce compliance, policies and regulations. Ability to comprehend, interpret and apply program policies, procedures, guidelines and instructions while making initial and continuing, eligibility determinations within strict timeframes. Provides training and technical assistance to the all caseworkers on eligibility requirements and updating any policy changes and information sharing. Promotes education, self-sufficiency and wellness for all recipients, and makes referrals as need. Provide job and training referrals to clients by encourages families to seek work or enroll in training courses that will lead to work. Coordinates monthly program activities with other agencies to promote a high level of services to clients. Provides individual and group skill development to the client and families. Meets on a regular basis with clients to offer support, guidance, encouragement and continued participation in overall wellness and independence and safety while empowering individuals to overcome barriers by maximizing employment opportunities Works with team members to develop a publicity plan to promote WFD programs. Familiar with Microsoft software programs word, excel, outlook, publisher, etc. Demonstrate ability to classify types of employment, income resources and expenses surrounding a household composition. Establishes and maintains client physical files according to WFD procedures and guidelines.
Job Qualifications:
MINIMUM REQUIREMENTS
Eligibility Specialist I High school diploma or equivalent. Two years' work experience in a human services field. Ability to work with people who are under stress. Ability to work with numbers and use analytical techniques is required to complete the above duties. Must have a strong command of English both written and verbal in order to carry out job functions. Able to type competently and utilize computers. Valid Alaska driver's license (or obtain within 3 months of being hired). Eligibility Specialist II Requirements for Eligibility Specialist I with two additional years of experience as an Eligibility Specialist, or related field experience, or one year supervisor/managerial experience.
