Under the general direction of Human Resource Manager, the incumbent performs a variety of analytical, administrative, technical, and secretarial tasks for the State Coastal Conservancy (Conservancy), including the Human Resources Unit. Incumbent will primarily perform analytical duties in all the major human resources functions including employee learning and development, training, performance management and personnel transactions, and represent the Conservancy in HR capacity. Work assignments include but are not limited to auditing employee personnel records to ensure compliance with the Records Retention Policy, applying State laws and departmental and control agency rules and regulations, and bargaining unit provisions pertaining to a variety of personnel transactions in the areas of personnel record keeping, certification, payroll, and personnel documents processing and related personnel transactions functions. Maintaining privacy, confidentiality, and security is of highest importance. The Conservancy works along the entire length of California's coast and within the watersheds of rivers and streams that extend inland from the coast. The Conservancy also works throughout the nine-county San Francisco Bay Area and the entire Santa Ana River watershed. The Conservancy awards and oversees grants to local governments, other state agencies, nonprofit organizations, and tribes, using various types of funding, including bond funds, federal funds, and mitigation fees.
