As a global leader in AI, 5G, IoT, metaverse applications, electric vehicles, and Industry 4.0 automation, the company has invested millions to upgrade IT infrastructure, equipment, and automation at a new 126,000 sq. ft., ISO 8 particle controlled, Fremont, CA facility. We are committed to driving technological innovation and maintaining its leadership in the tech industry. Job Summary - Sr. HR Specialist We are seeking an energetic, detail-oriented, and strategic HR Specialist - IDL Talent Acquisition, Lifecycle & Performance to join our site HR team at our 200+-employee advanced manufacturing facility in Fremont, CA. In this role, you will take full ownership of the Indirect Labor (IDL) employee journey—from sourcing and recruiting top engineering, technical, and professional talent, to orchestrating seamless onboarding, driving performance appraisals, managing promotion processes, and executing compliant offboarding. You will act as the dedicated HR partner to engineering managers, supply chain leads, and department heads, ensuring our plant attracts, integrates, develops, and compliantly transitions professional talent in the competitive Silicon Valley / East Bay corridor. Responsibilitie 1. End-to-End IDL Talent Acquisition (30%)
Full-Cycle Technical Recruiting:
Manage full-lifecycle hiring for exempt and non-exempt engineering, technical, and administrative positions.
Proactive Sourcing & Talent Pipeling:
Drive direct sourcing via LinkedIn Recruiter, technical forums, alumni associations, and local Bay Area engineering networks.
Selection & Offer Packaging:
Partner with hiring managers on candidate profile calibration, coordinate structured panel interviews, facilitate debriefs, and structure competitive, market-aligned job offers.
Pre-Employment Screening:
Coordinate background investigations, reference checks, degree verifications, and non-disclosure/IP assignment agreements in full compliance with the California Fair Chance Act. 2. Onboarding & Offboarding Lifecycle Management (20%) Coordinate pre-boarding logistics (IT equipment, software credentials, system access, and facility badging with Specialist 3). Lead Day-1 professional orientations covering company mission, site culture, HR policies, and handbook sign-offs. Establish and monitor 30-60-90 day onboarding checkpoints with department managers to accelerate new-hire time-to-productivity and evaluate initial retention. Manage end-to-end offboarding logistics for all IDL departing personnel (voluntary resignations and involuntary separations).
California Final Pay Coordination:
Partner closely with Specialist 4 (Payroll) to enforce strict adherence to California Labor Code §§ 201-203 (immediate payout on the final day for discharges; within 72 hours for voluntary quits).
Statutory Compliance Packets:
Distribute all mandatory California separation notices (EDD Notice to Employee as to Change in Relationship, EDD For Your Benefit
DE 2320, HIPP
notice, and COBRA election notifications).
Exit Interviews & Asset Retrieval:
Conduct structured exit interviews, synthesize feedback into actionable turnover reports for the HR Manager, and coordinate with IT and General Affairs (Specialist 3) for the recovery of company laptops, keys, and access badges. 3. Performance Management & Promotion Governance (20%)
Appraisal Cycles:
Facilitate plant-wide mid-year and annual performance review cycles (OKRs/KPIs) for IDL staff; coach managers on constructive feedback, rating calibrations, and objective evaluations. Performance Improvement Plans (PIPs): Guide managers through corrective counseling and design structured 30/60-day PIPs, ensuring fair process and legally defensible documentation.
Career Pathways & Promotions:
Coordinate the annual IDL promotion review process.
Succession Planning:
Maintain talent maps and individual development plans (IDPs) for critical engineering and leadership positions to mitigate retention risks. 4. Learning & Development (L&D) & Statutory Training (15%)
Mandatory California Training:
Administer and monitor completion of mandatory state-mandated training, including biennial Supervisory & Non-Supervisory Sexual Harassment Prevention Training (California SB 1343).
Technical & Professional Upskilling:
Identify professional development needs across plant engineering teams; source and coordinate internal or external technical workshops.
Required Qualifications:
Education:
Bachelor's degree in Human Resources, Business Administration, Organizational Psychology, or a related discipline.
Experience:
Minimum 3 to 5 years of progressive HR experience with substantial hands-on involvement in technical recruitment, onboarding/offboarding, and employee lifecycle management within a manufacturing, hardware, or tech environment.
California Labor Law Knowledge:
Solid understanding of California regulations regarding pre-employment inquiries, Fair Chance Act, final paycheck timing (Labor Code §§ 201-203), and mandatory separation notices.
Technical Sourcing Capability:
Proven success actively recruiting engineering and technical disciplines in the Bay Area job market.
Preferred Qualifications:
Audit Background:
Familiarity with audit requirements under
ISO 9001
(Competency & Training records) or RBA Code of Conduct.
Bilingual Ability:
English and Mandarin bilingual skills are highly preferred for communicating with corporate HQ technical teams and expat leads.
Certifications:
