Under general direction of the Supervisor II, the Analyst IV serves as the Senior Project Manager for the departmentwide Career Executive Assignment (CEA) examinations and the lead subject matter expert (SME) for centralized CEA selection processes. The Analyst IV provides expert consultation, technical leadership, and program oversight regarding executive examination methodologies, candidate assessment practices, executive recruitment activities, and merit-based selection requirements to better serve department stakeholders needs, ensuring alignment with CDCR and Human Resources Office mission, vision, commitment, and goals. Researches, interprets, and applies personnel laws, civil service laws, rules, regulations, policies, and merit system principles to ensure consistency, fairness, and compliance across executive examination, recruitment, and appointment activities. This position serves as a project lead on the development, implementation, evaluation, and continuous improvement of programs, processes, and standards supporting the Department's executive examination and recruitment functions. The incumbent is responsible for the administrative review and acts as a lead over assigned staff. The Analyst IV ensures information is accurate and complete. The Executive Appointment Unit (EAU) Analyst IV will be responsible for interpreting and applying state and departmental policies and procedures related to CEA/Exempt processes. Responds to most highly sensitive and confidential matters on a variety of CEA/Exempt personnel related issues. Maintains liaison with various control agencies and the Governor's Office, representing the Department on CEA/Exempt issues. May act on behalf of the EAU Supervisor II in their absence, or as needed.
