General Salary Increase:
A general salary increase of 3.5% effective on December 20, 2026, and 3.5% effective December 19,2027.
Educational Incentive:

Annual Leave/Accruals Redemption:
A candidate selected for this position will earn 208 hours per year, increasing to 288 hours after 5 years of service and has the ability to "cash in" or redeem up to 100 hours of Annual Leave per year after taking 80 hours in the preceding 12 months.

401(k) Shared Savings Plan and/or Section 457 Plan, with up to a 3% match on your 401(k) contributions.

Pension Plan:
Both the County and you contribute to the County's Retirement Plan and to Social Security. If you are eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
Bilingual Incentive:
Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III). Holidays - 13 paid days per year, which includes a scheduled floating holiday.

THE POSITION
This position will be responsible for independently performing various human resources functions in support of the Health Care Agency which is the largest agency within the County of Ventura with approximately 3,700 employees. Critical to the success of the incumbent will be building trust and alliances with stakeholders at all levels of the County organization, including co-workers, management, and executives. The Personnel Assistant-NE typically serves under general supervision at an entry level with the expectation of promotion to Personnel Analyst I, which serves under general direction with skills needed to successfully complete assignments.
The ideal candidate will possess:
Experience working as an HR Coordinator or HR Assistant with some knowledge in recruitment, examinations, and classification and compensation Proficiency working with applicant tracking systems, such as Workday or NeoGov
PAYROLL TITLES AND APPROXIMATELY RATES OF PAY
Personnel Assistant-NE:
$34.61 to $48.46 hourly
Personnel Analyst I:
$3,303.16 to $4,624.88 biweekly
NOTE:
If appointed at the lower level, the incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department/budget. The Personnel Assistant-NE is a management classification and is eligible for overtime compensation. Personnel Analyst I is a management classification and is not eligible for overtime compensation.

Incumbents may perform any of the following tasks including but not limited to: Performs job analysis for vacancies being filled via assigned recruitment ensuring qualifications are aligned with business needs by collaborating with hiring managers and other subject matter experts Establishes and maintains productive relationships with clients at all levels of the organization, including executives, by building trust and encouraging alliances Plans and administers a broad scope of highly complex recruitment processes to establish viable eligible lists in compliance with County Personnel Rules and Regulations, processes and procedures Develops, validates, and administers examinations including written tests, oral exam structured interviews, practical exams and measures of training and experience to accurately determine candidates' qualifications for placement on eligible lists Reviews and evaluates applications to determine if minimum requirements, necessary special requirements and desired criteria are met based on specific recruitment requirements Manages projects which require conducting research, collecting data, and performing analysis resulting in the formulation and implementation of recommendations May assist with a broad scope of classification studies in conjunction with County Classification and Compensation staff to establish new classifications, revise existing classifications, study single positions and recommend agency wide reorganizations Enters data into on-line recruitment system, NEOGOV, to create exam plans, job bulletins, testing schedules, and eligible lists Performs other related duties as assigned.

TRAINING & EXPERIENCE EVALUATION A
Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who is better qualified among those who have shown that they meet the stated requirements. ORAL EXAMINATION - 100
% A job-related oral examination may be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list. If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
ELIGIBLE LIST
The eligible list established through this recruitment will be used to fill current and future Regular, (Temporary, and Fixed-term), Extra Help and Intermittent vacancies for this and similar positions only.
