casual Description •Applicants seeking short-term or part-time work with the University of Hawai'i may apply for Casual Hire positions, which include administrative professional and technical (APT) or Instructional-type positions. Because of the temporary nature of these appointments, Casual Hire employees are not eligible for most benefits as provided to regular BOR and Civil Service employees such as paid leave and holidays. Casual Hire appointments may last for up to 89 days for full-time employees and up to one calendar year for part-time employees.

Description of Duties:
In collaboration with the HR Manager, independently performs complex assignments of limited scope in position and staffing administration related to classification and recruitment, and selection and compensation, in compliance with applicable federal and state laws, UH policies, and collective bargaining agreements, and ensuring EEO compliance. Serves as a consultative resource to administrators, faculty, staff, supervisors, and employees on federal, state, UH policies and procedures, employee relations matters, and collective bargaining agreements. Classifies positions and reviews vacancy announcements. Coordinates reorganization requests, organizational charts and functional statements. Assists with the recruitment process utilizing NEOGOV. Reviews and recommends salary placements and pay adjustments of the various classes of employees in accordance with UH policies and collective bargaining agreements. Maintains, audits, and ensures confidentiality, accuracy of official personnel records and HR data systems, including document management systems, HRIS (e.g., PeopleSoft), recruitment software (e.g. NEOGOV) and internal databases. Prepares, collects data, and presents HR reports, correspondence, and analyses, including statistical summaries and surveys for internal and external stakeholders. Performs other duties as assigned.
Minimum Qualifications:
Possession of a baccalaureate degree in business administration, human resources management or related field and 4 years of progressively responsible professional experience with responsibilities for human resources administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Considerable working knowledge of principles, practices and techniques in the area of human resources administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources administration. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software. Demonstrated ability with any Human Resources Information Systems. Knowledge of administrative policies and procedures typical of an institution of higher education. Demonstrated ability to multi-task to meet expected deadlines.
Desired Qualifications:
Demonstrated ability to address and resolve human resources issues of a sensitive and complex nature. Knowledge of the University of Hawaii's organizational structure, policies and procedures. Demonstrated experience with PeopleSoft. Demonstrated experience with NEOGOV. Experience working with collective bargaining agreements.
