FTE JOB DUTIES
This is a regional position that is located in the Human Resources (HR) department of the Hawai'i Health Systems Corporation (HHSC) Kaua'i Region, a public benefit corporation of the State of Hawai'i. HHSC Kaua'i Region consists of Kaua'i Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH), both critical access hospitals; The Kaua'i Region Clinics; and its affiliates. The HR department administers the human resources programs for the Kaua'i Region. This includes human resources management, State human resources rules and regulations, collective bargaining contracts, and maintenance of human resources records and transactions. The unit provides service to line managers in the areas of labor relations, recruitment & examination, classification & compensation, administrative services, workers' compensation and safety, and laws/regulations that affect the employer/employee relationship. The Human Resources Specialist (HRS) III (Regional Classification & Transaction Specialist) is primarily responsible for maintaining the position control file as well as complex transactions for the Kaua'i Region. This position is also responsible for assisting in Random Drug & Alcohol Testing, Leave Administration, Performance Appraisals and other projects as assigned, reviewing classification actions presented by department leaders or management for accuracy and completeness prior to execution process. This position will work closely with the Regional Recruitment Specialist, Regional Labor Relations Specialist, and Regional Chief Human Resources Officers as it relates to classification issues for the region. This position will be responsible for providing support of all human resources programs, initiatives, and refining the HHSC Kaua'i Region culture. This position requires travel to all facilities within the Kaua'i Region. This position reports to the Regional Chief Human Resources Officer (RCHRO), position number 109573, or its designee.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE
Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
EDUCATION
Graduation from an accredited four (4) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience below or any other progressively responsible administrative, professional or other analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
SPECIALIZED EXPERIENCE
One and one-half (1½) years of professional work experience in one or any combination of human resources functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research. Such experience must show ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a human resources program, and to suggest practical solutions, and otherwise to accept responsibility in the field of human resources administration. Clerical or technical experience in a human resources program involving work which is limited to the application of human resources rules, regulations and procedures in support of the human resources functions described above is not qualifying.
SUBSTITUTIONS ALLOWED
SUBSTITUTION
OF EDUCATION FOR EXPERIENCE
Possession of a bachelor's degree from an accredited college or university with a minimum of fifteen (15) semester credit hours of course work in human resources administration, human resources and industrial relations or human resources management covering the recruitment and selection process; job evaluation; performance appraisal; employee training and safety; personnel compensation and benefits administration; staffing process; organizational development; labor laws and/or labor relations may be substituted for six (6) months of specialized experience.

Possession of a master's degree from an accredited college or university in human resources administration, human resources and industrial relations or human resources management may be substituted for one (1) year of the specialized experience.

Possession of a Ph.D. degree from an accredited college or university in one of the fields described above may be substituted for two (2) years of the specialized experience.
SUBSTITUTION OF STAFF SPECIALIST/SUPERVISORY EXPERIENCE FOR SPECIALIZED EXPERIENCE
Excess supervisory or staff specialist experience may be substituted for specialized experience on a year-for-year basis.
QUALITY OF EXPERIENCE
Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
KNOWLEDGE AND ABILITIES REQUIRED
KNOWLEDGE OF:
Working details and basic principles and techniques which apply to one or more human resources specialties; established precedents applicable to assignments received; current practices and trends in human resources management; and the laws, rules, regulations and contracts governing HHSC employees in personnel matters; functions and organization of State government; public personnel administration principles, practices, and techniques; a comprehensive knowledge of the operations, policies, and legal requirements; and techniques of HHSC's personnel program and the relationship of the HHSC's personnel program to other personnel organizations of the State. Must have a thorough understanding of personnel evaluation techniques and the ability to deal effectively with management.
ABILITY TO
Exercise judgment, tact, and discretion in applying and explaining policies and procedures; establish and maintain effective relationships with government officials, employees, and the public; present facts clearly both orally and in writing; and assist in difficult appellate or other similar situations; apply sound administrative principles and techniques; to analyze, evaluate and draw sound conclusions from available data; to present facts clearly both orally and in writing; to exercise judgment, tack and discretion in analyzing and explaining policies and procedures; analyze, evaluate, and make sound decisions on complex problems; ability to write clear, concise reports and recommendations; and the ability to establish and maintain effective working relationships with hospital officials, employees and the general public.

MEDICAL/PHYSICAL EXAMINATION REQUIREMENT
Offers of employment will be contingent on successfully passing a pre-employment physical examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, two-step tuberculosis (TB) screen. The cost for physical examinations, except the cost for drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation.

If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Compliant and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
