Job Description

Reliance Home Health Caregivers is seeking an experienced, organized, and highly accountable Human Resources Executive to manage day-to-day HR functions within a fast-paced home healthcare environment. This position plays a key role in maintaining a qualified and compliant workforce while supporting employees, supervisors, and management. The HR Executive will oversee recruitment, pre-employment compliance, onboarding, employee relations, investigations, performance management, personnel records, and workforce reporting. Key Responsibilities Manage full-cycle recruitment for DSPs, Homemakers, CNAs, Nurses, Supervisors, and administrative positions. Review staffing vacancies with management and develop recruitment plans based on operational needs. Create and maintain accurate job postings, including qualifications, schedules, locations, and compensation information. Screen applicants, coordinate interviews, issue offers, and track candidates through onboarding and start date. Maintain active recruiting pipelines and develop targeted strategies for difficult-to-fill positions, shifts, and locations. Complete and track required pre-employment background checks, exclusion/registry checks, credentials, licenses, certifications, and employment documentation. Maintain complete, organized, confidential, and audit-ready employee personnel files. Monitor expiration of licenses, CPR, physicals, TB/health requirements, certifications, and other required credentials. Ensure employees are not cleared for assignment until required qualifications and documentation are complete and verified. Coordinate new-hire orientation, policy acknowledgments, training, competency requirements, and department handoffs. Clearly communicate attendance expectations, reporting relationships, workplace policies, and communication procedures to new employees. Track incomplete onboarding, no-shows, and early employment concerns. Receive and respond professionally to employee complaints, grievances, and workplace concerns. Conduct fair, timely, neutral, and well-documented workplace investigations. Obtain statements, interview involved employees and witnesses, review supporting documentation, and distinguish verified facts from unsubstantiated allegations. Maintain appropriate confidentiality and escalate serious allegations involving abuse, neglect, harassment, discrimination, retaliation, safety, or regulatory concerns. Support supervisors and management with employee coaching, counseling, written warnings, performance improvement plans, and disciplinary actions. Monitor attendance, call-offs, no-shows, reliability patterns, probationary periods, and employee performance. Coordinate employee performance appraisals and follow up on overdue evaluations. Maintain objective documentation supporting HR and management decisions. Provide management with timely updates regarding hiring, employee relations, compliance issues, workforce risks, and recommended next steps. Protect confidential employee and company information at all times. Qualifications Previous Human Resources experience required; healthcare, home healthcare, home services, or similar regulated-industry HR experience strongly preferred . Experience with recruiting, onboarding, employee relations, investigations, performance management, and personnel-file administration. Strong knowledge of professional HR practices and confidential record handling. Ability to manage multiple recruitment and employee-relations matters simultaneously. Strong written and verbal communication skills. Excellent documentation, organization, follow-up, and time-management skills. Ability to communicate professionally with field employees, clinical staff, supervisors, directors, and executive management. Strong judgment and ability to handle sensitive employee matters objectively and confidentially. Comfortable working independently and taking ownership of HR assignments from initiation through completion. Preferred Skills Experience recruiting healthcare personnel such as DSPs, Homemakers, CNAs, and Nurses is highly desirable. Candidates should also be comfortable with credential tracking, background screening, personnel-file audits, workplace investigations, disciplinary documentation, employee orientation, and HR compliance.
