Our mission focuses on leveraging data analysis and automation to streamline processes, reduce redundancies, and enhance overall operational efficiency. Summary We are seeking a Talent & People Operations Manager to own recruiting and HR operations end to end at SparkChange. This is a hands-on role for someone who can run a full hiring cycle one week and a benefits renewal the next. You will be the primary point of contact for employees and managers on people matters, and you will build the processes that carry us as we grow.
Responsibilities Run full-cycle recruiting:
intake with hiring managers, job postings, sourcing, screening, interview coordination, offers, and closing. Own the offer-to-first-day experience, including background checks, I-9 and E-Verify, and new hire onboarding. Administer our self-funded health plan in partnership with our broker and TPA, including eligibility, claims escalations, and stop-loss renewal. Plan and run annual open enrollment end to end: timeline, plan comparisons, employee communications, elections, and carrier and TPA file feeds.
Maintain benefits compliance:
ACA reporting (1094-C and 1095-C), Form 5500, COBRA administration, plan documents and SPDs. Administer leave programs, including FMLA where applicable, state leave requirements, and the ADA interactive process. Maintain the HRIS as the system of record; keep employee data, org structure, and documentation accurate and audit-ready. Partner with Finance on payroll inputs, changes, and reconciliation.
Support employee relations:
intake, documentation, manager coaching, and routine investigations, escalating complex matters to leadership and outside counsel. Maintain the employee handbook and HR policies, and ensure compliance with federal and state employment law. Track and report people metrics such as time-to-fill, source of hire, turnover, and headcount, and recommend changes based on what the data shows. Build repeatable processes and documentation for a growing team. Requirements 3+ years of combined experience across talent acquisition and HR generalist or people operations work. Experience supporting a self-funded employer, including working directly with a TPA, broker, and stop-loss carrier. Has planned and executed at least one annual open enrollment from start to finish. Demonstrated full-cycle recruiting experience, including sourcing and closing candidates. Working knowledge of federal and state employment law, benefits compliance, and leave administration. Proficiency with an HRIS and an ATS; strong documentation habits. Sound judgment with confidential information and the discretion that comes with being the only HR seat in the room. Excellent verbal and written communication skills. Ability to manage competing priorities and shift between recruiting and operations without dropping either. Bachelor's degree in Human Resources or a related field preferred.
