This position supports statewide staffing operations by processing personnel actions, coordinating recruitment and selection activities, providing guidance to managers and HR staff, and administering DOTD's Immigration Compliance Program. The position works under the direction of the Human Resources Staffing Supervisor and exercises independent judgment when reviewing personnel transactions, applicant qualifications, work authorization documentation, and staffing-related compliance matters. This role is ideal for an HR professional who is organized, analytical, customer-focused, and comfortable managing multiple deadlines while interpreting State Civil Service rules, DOTD policies, and federal employment eligibility requirements. EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. Job Duties:
Serves as DOTD's subject matter expert for the Workers' Compensation leave buyback program and provides guidance to agency employees, managers, Field Human Resources staff, and District Business Office personnel. Reviews Workers' Compensation leave documentation for accuracy and completeness, monitors related time entries, and processes leave buyback entries and taxable wage adjustments in LaGov HCM. Processes and audits employee health, life, flexible benefits, and supplemental insurance enrollments and changes in accordance with Office of Group Benefits requirements and applicable deadlines. Provides benefits information to employees, reviews supporting documentation, resolves enrollment discrepancies, and assists with agencywide insurance initiatives and special projects. Performs payroll audits and processes retroactive time entries, prior-period adjustments, payroll master-data updates, garnishment documentation, and other complex payroll transactions. Researches and resolves payroll errors, deductions, discrepancies, overpayments, repayment plans, and other non-routine payroll matters in coordination with the Office of State Uniform Payroll and other appropriate entities. Processes one-time and recurring payments, rewards and recognition payments, cell phone reimbursements, leave payouts, leave quota adjustments, and off-cycle payments in LaGov HCM. Coordinates with Staffing, Retirement, District, and Section personnel to ensure that employee leave balances, separation payments, and leave certifications are processed accurately and in accordance with applicable requirements. Generates, reviews, and analyzes payroll and benefits reports to identify errors, ensure accurate processing, and communicate time-sensitive issues to appropriate staff and management. Provides technical guidance and support to time administrators, managers, employees, and Human Resources staff regarding payroll, benefits, time administration, and leave-related requirements.

The following Special Entrance Rates (SER) apply:
Human Resources Analyst A:
$1,616.00 biweekly
Human Resources Analyst B:
$1,728.80 biweekly
Human Resources Analyst C:
$1,944.80 biweekly Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any additional compensation is subject to approval, verification, and applicable pay limitations.
