Examples of Duties Reporting to the Occupational Health Services Records Manager and under general supervision, the Human Resources Analyst II is responsible for providing a wide range of complex office administration and support. Oversees the implementation and administration of office systems and procedures to ensure compliance and operational efficiency within government-contracted occupational health programs. Provides high-level administrative, analytical, and compliance support within a government-contracted occupational health environment. This role manages medical documentation workflows, analyzes workforce health data, ensures regulatory compliance, and supports employee safety and health programs. Ideal candidates possess strong analytical ability, attention to detail, and experience with confidential healthcare and/or HR records. Communicates policies and procedures to departments, county employees and external partners. Coordinates project plans, project meetings, and agendas. Assist division in performing complex, technical and administrative tasks in the area of Human Resources Information Systems to include but not limited to: HRIS Occupational Health Services Medical Records (OHSMR)
Division :
Prepares and implements retention schedule of medical records. Assist and serves as backup Medical Records Administrator which reviews employment medical reports and recommends acceptance or rejection based on established minimum medical qualifications and medical provider(s) reports for positions. Provide guidance to pre-hires by addressing questions related to job specifications and physical capacities. Provides Health Insurance Portability and Accountability Act (HIPAA) and Occupational Safety and Health Administration (OSHA
- regulated information to agency liaisons, and law office(s) regarding medical status or reports of pre-hires in safety-sensitive positions and overall County employee's current and former as requested (e.
g., subpoenaed documents and general authorized staff inquires). Assists with interpretation of HR policies and procedures and ensures compliance with applicable human resources laws, rules regulations, and memoranda of understanding.
Electronic Personnel Records Management:
Managing the structural setup, categorization, and digital retention of employee medical files within
HRIS-OHSMR
. This involves ensuring all digital personnel records comply with Human Resources retention schedules. Assist in the development and maintenance of automated personnel medical recordkeeping systems. Creates and saves files.
Scheduling, Workflow and Processes:
Assist in the coordination of Occupational Health Services for Public Safety, Baltimore County General Government, the Baltimore County Public Library, the Baltimore County Revenue Authority, and the Community Colleges of Baltimore County with the various county service providers. regarding safety-sensitive pre-employment physicals, drug screenings, psychological examinations and annual physicals. Scheduling also includes DOT, FAA, and respirator certifications and various vaccines. Medical tracking, updates and charting. Assist in development of "best practices" for scheduling. Co-monitors and responds to multiple inbox items in email accounts. Communicate easily among all constituent groups. Medical appointments, workflow and processes.
Medical Billing, Invoices & Vendor Management :
Assist and acts as backup to the following: processes medical contract(s) purchase orders, invoices to include receives and verifies bills. Comonitors expenses made against medical contract budget accounts (e.g., medical services added/removed or service increased). Balances medical invoices and reconciles medical records. Assists in Master Transfer of Services. Tier-2
Functional Support:
Assist and serves as backup with administrative documents for Disqualifications, Does Not Meet/Poorly Suited/Not Recommended, Positive Drug Screenings, Fit for Duty and Critical Incident Debriefs for pre-hires and current County employees. May lead and instruct others. May supervise clerical or support personnel. May represent the department at meetings or on committees. May represent the department at meeting and conference or on committees. May present testimony at hearings or other official proceedings.
Automation, Technology & System Integration :
Assist with Workday projects as assigned to include
- OHS MR Workday Integration.
Assist with the functional configuration of enterprise platforms (e.g., Workday. Testing system updates, patches, and software fixes to ensure zero disruption to services.
Operational Documentation and Special Projects :
Assist with review of manuals, quick reference guides, and drafts and updates OHS SOP's and various forms used for medical requests. Prepares draft correspondences and reports. Participates in special projects as assigned.
Report Management:
Assist with managing automated report schedules within the HRIS to deliver critical operational data to department managers, on a recurring basis.
Troubleshooting, Benchmarking & Support:
Evaluate medical issues and industry standards—such as those related to marijuana and cannabis use—to identify current best-practice solutions and ensure timely, effective resolution. Drafts correspondence, reports and documents; Conducts research on various human resources information system issues. Successfully completes critical aspects of deliverables with a hands-on approach, including drafting various letters, personal correspondence, and other tasks that facilitate the Occupational Health Services Medical Records Manager direct ability to effectively lead functional area. Prioritizes conflicting needs; handles matter expeditiously, proactively, and follows-through on projects to successful completion, often with deadline pressures.
