At Voluntary Action Center (VAC), our employees and volunteers are our most valuable assets in helping low-income individuals and families achieve stability. This role acts as a trusted partner, executing employee lifecycle processes—including tailored non-profit recruiting, onboarding, benefits administration, compliance, and employee relations—to champion a vibrant, collaborative culture. Core Responsibilities Talent Acquisition & Onboarding
Full-Cycle Recruitment:
Manage the search, interviewing, and hiring process for unique non-profit roles, such as social service providers, shelter specialists, and administrative staff.
Screening & Credentialing:
Facilitate necessary background checks and compliance verifications tailored to employees and volunteers working with vulnerable or unhoused populations.
Mission-Driven Onboarding:
Design and facilitate a welcoming orientation program that aligns new hires with VAC's equity policies and community empowerment model. Ensure all onboarding forms including I-9 and E-Verify are completed timely, and maintained according to regulations. Employee Relations & Culture
Culture Advocacy:
Champion a supportive, transparent work environment that prevents compassion fatigue and promotes work-life balance in alignment with VAC's values.
Conflict Resolution:
Serve as the primary point of contact for employee inquiries, actively mediating conflicts or grievances with discretion.
Volunteer Integration:
Collaborate with program managers to align staff- volunteer relations during high-volume seasonal programs. Benefits, Payroll & Record Keeping
Benefits Administration:
Oversee enrollment and tracking for employee benefits, including health/dental insurance, and retirement plans.
Payroll Administrator:
Process payroll accurately and timely. Maintain employee records and status updates in the HRIS system, partnering closely with finance to ensure seamless wage and time-off distributions. Manage payroll- related reporting, reconciliations, ACA reporting, and year-end activities.
Leave Management:
Coordinate and track family leave (FMLA), paid holidays, sick leave, and vacation accruals.
Personnel Record Keeping:
Maintain complete and accurate personnel files, I- 9's, medical/benefit records, and other confidential employment documentation in accordance with applicable requirements. Compliance & Grant Reporting
Employment Law:
Ensure compliance with all local, state, and federal labor laws, maintaining an updated employee handbook.
HR Data & Audits:
Maintain strict electronic and physical data security for personnel files. Gather relevant HR data required for workplace trends, benefit reporting, OSHA, funding and grant compliance, and more. Training & Development
Leadership & Employee Development:
Coordinate training for continuous development for leaders and employees. Identify training needs based on employee and manager feedback.
Compliance Training:
Facilitate new hire and annual compliance training, and keep a record of all completed trainings.
Offboarding:
Terminations:
Ensure completion of termination documentation and final payroll processes. Ensure timely recovery of organizational property and access removal. Coordinate termination of benefits and any necessary benefit continuations.
Unemployment Claims:
Respond to unemployment claims timely and provide appropriate documentation. Maintain all necessary records.
Benefits Administration:
Enrollment:
Manage open enrollment process and submission to carriers, timely new hire enrollments, and eligibility status. Serve as the point of contact for employees, brokers, and vendors. Benefit reporting: Ensure ACA reporting is completed before the required deadlines. Prepare premium cost reporting to leadership. Required Skills & Qualifications
Education:
Bachelor's degree in Human Resources, Business Administration, or a related social sciences field.
Experience:
3 to 5 years of progressive HR experience, preferably within a non- profit organization or a social services environment.
Technical Savvy:
Proficiency in Human Resources Information Systems (HRIS), Microsoft Office Suite, Google and database management.
Communication:
Exceptional active listening, verbal communication, and written correspondence skills.
Core Competencies:
High emotional intelligence, discretion when managing confidential information, and a passion for community service. Preferred Qualifications
Certifications:
Professional HR certification (e.g., SHRM-CP or PHR).
Localized Knowledge:
Familiarity with the social services landscape in Boone County, Missouri.
