Job Description
The Johnston County Human Resources Department has an immediate opening for a Human Resources Generalist. An employee in this class participates in the administration of the areas of employee benefits, relations, leave administration, ADA, retirement and training. This employee is responsible for interpreting and carrying out policies and procedures, and providing consultation and guidance to coordinators of personnel information in other departments. Situations addressed will be both recurring and non-recurring requiring an employee in this class to maintain an awareness of resources available. Work requires tact and courtesy in dealing with employees, departments and the general public. Work is performed under general supervision of the Human Resources Deputy Director. Administers the county's leave administration programs to include FMLA, Personal Leave, Military Leave, Educational Leave and Disability in accordance with applicable laws, regulations and policies. Administers the county's tuition reimbursement and transfer of time programs; assists with ADA determinations. Provides consultation and guidance to employees and management regarding employee relations issues and conflict resolution. Makes recommendations regarding disciplinary actions; ensure recommendations are within established policies and procedures. Assists supervisors and managers in writing and/or reviewing disciplinary documentation.
Participates in the grievance process for grievances and harassment cases. Advises employees on retirement benefits, eligibility requirements, and payout estimates; performs benefit calculations and prepares applicable paperwork. Monitors legislation that affects areas of human resources and recommends changes to ensure compliance. Assists in development and implementation of personnel policies, standards and programs. Interprets and explains personnel policies, apply policies to specific situations and recommend or initiate personnel actions. Provides assistance and guidance to departments in regards to EEO compliance as well as other state and federal labor laws. Provide testimony at official proceedings such as unemployment hearings. Conducts training for various departments; completes projects as needed. Considerable knowledge of personnel practices, policies, and applicable employment laws; experience providing consultation to managers and employees on employee relations matters, including administration of the Family and Medical Leave Act (FMLA) and other relevant Human Resources regulations. Ability to organize and prioritize multiple work assignments while managing changing deadlines. Strong verbal and written communication skills, with the ability to resolve issues, gather and convey information effectively, and build and maintain collaborative relationships across all levels of an organization. Proficient in utilizing various software systems to enhance productivity and support HR functions. Skilled in problem-solving, including analyzing issues, identifying solutions, evaluating outcomes, and implementing recommendations aligned with organizational goals. Ability to apply sound judgment in interpreting and applying policies, procedures, and regulations in the processing of personnel transactions. Ability to prepare and maintain accurate records and reports, and to interpret and explain program policies, rules, and procedures to employees, management, and the public. Performs related duties as required.

PHYSICAL REQUIREMENTS
Must be able to physically perform the life operational support functions of stooping, reaching, walking, fingering, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects. Must possess the visual acuity to prepare and analyze data and figures, operate a computer terminal, and do extensive reading. Graduation from an accredited college or university with a bachelor's degree in human resources, public administration, organizational psychology, or related human service field and three years of professional experience in employee relations; or considerable experience of a progressively responsible nature in human resources management; or an equivalent combination of education and experience.Similar remote jobs
