One year in the Senior Management Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and four (4) years of relevant experience; or An equivalent combination of education and experience.
DISTINGUISHING FEATURES OF WORK
Principal Management Analysts are responsible to the Director of the Office of Court Administration (OCA), or to other court administrators and administrative judges for supervising a staff of analysts involved in confidential research, analysis, planning and policy formulation related to a specific functional or operational area of court administration and management. Principal Management Analysts also direct special ad hoc projects that entail coordinating the work of court analysts working in a number of different OCA units, and perform other related duties. Principal Management Analysts are expected to be specialists in a specific substantive or functional area, such as Family, Criminal, or Civil Courts, or statistical systems analysis.
ASSIGNMENT
The HR Operations Unit oversees statewide processing and compliance related to certification lists, nominations, and Court Officer hiring and onboarding. This position will provide strategic leadership, operational oversight, and expert guidance to ensure accuracy, efficiency, and consistency in high volume personnel transactions. Duties include, but are not limited to:
  • Leading, supervising, and developing three operational teams:
  • Certs Team
  • Nominations Team
  • Court Officer Processing Team
  • Managing staff at multiple levels, including Management Analysts (JG 25) and Senior Court Analysts (JG 21), ensuring appropriate workflow distribution, separation of duties, dual level approval processes, and effective coverage across all teams.
  • Overseeing the full lifecycle of certification and nomination transactions, ensuring compliance with civil service rules, appointment policies, and PeopleSoft processing requirements.
  • Directing and strengthening the Court Officer onboarding process, including appointments, transfers, auto promotions, and coordination with district HR teams.
  • Ensuring unit capacity and preparedness for year-round hiring cycles, including expanded academy schedules and increased transaction volume.
  • Establishing clear procedures, standardizing processes statewide, and eliminating outdated or inconsistent practices.
  • Providing expert technical advice to HR leadership, district administrators, and courts regarding complex transaction issues and policy interpretation.
  • Training staff, onboarding new team members, and supporting the professional development of analysts.
  • Monitoring performance, producing reports, and recommending improvements to enhance accuracy, efficiency, and policy compliance.
  • Collaborating with the Director of Human Resources and other HR unit heads to maintain high operational standards and continuity of service following recent leadership changes.
  • Other duties as assigned.
