A Human Resources Generalist provides overall operational support in a human resources department, including supporting employee relations, onboarding, benefits and leave management of a company or organization.
The City of Centerville, Ohio, a "warm & cheerful" community with a population of approximately 24,000 located eight miles southeast of Dayton in Montgomery County is seeking qualified candidates for the full-time position of Human Resources Analyst. Job Responsibilities:
Meets, consults with, and advises City Department and Division Heads, and city employees, regarding a variety of assigned HR matters, including recruitment, selection, pay, fringe benefits, and related issues. Oversees orientation and onboarding for new employees. Manages the recruitment process, including job postings, minimum qualification review, protest process, Summer Internship program, and pre-employment testing. Administers and maintains the City's job descriptions. Administers and maintains the City's pay ordinance application on payroll system. Inputs, updates, maintains, and extracts employee information in the HRIS, including entering new hires and personnel actions, running related reports, and performing other assigned duties. Works with finance on pre-payroll processing and HRIS administration. Analyzes City employee turnover, benefits utilization, and related employment activities. Develops written materials to explain proposed HR policy or procedural changes. Administers and maintains the City's leave programs, including accruals, and tracks FMLA. Maintains City employee records. Administers and maintains employee benefit programs, including medical, dental, life insurance, and ACA compliance; processes enrollments, qualifying events, COBRA, and invoice reconciliation. Partners with benefits broker and benefit providers to answer questions, collect information, and censes collection. Represents the City's Employee Assistance Program (EAP) and assists employees with benefit-related questions. Manages unemployment matters and maintains related records. Oversees and assigns work to HR Intern. Administers and maintains the City's performance evaluation process. Attends meetings, conferences, and workshops as requested and authorized. Oversees the City's Worker's Compensation program and Safety Committee, including maintaining records for the PERRP reporting. Communicates with Ohio Job & Family Services unemployment claims and responds to questionnaires and appeals. Coordinates and documents all drug-testing programs, including onboarding, post-accident, and random testing. Research information for special projects as assigned.
Minimum Qualifications:
Bachelor's degree in Human Resources, Business Administration, or related field. Experience in human resources operations; experience with human resources in local government is a plus Or any combination of training and experience which provides the required knowledge, skills, and abilities necessary to perform the required functions of the position.
