Req #191 Washington, DC, USA Apply Share Job Description Posted Thursday, September 10, 2026 at 1:00 AM The Senior Specialist, Human Resources provides administrative and program support across the Human Resources function. Working under the direction of HR managers, the position assists with recruitment, performance management, onboarding and offboarding, employee engagement, learning and development, benefits administration, compensation activities, HR reporting, compliance, and other HR programs. The position also supports the day-to-day operations of the department by maintaining employee records, processing personnel changes and vendor invoices, tracking program completion, and responding to routine employee inquiries. The Senior Specialist, Human Resources works collaboratively with members of the HR team to provide responsive service, maintain accurate and confidential information, and support a positive employee experience. This position is open to applicants in the Washington, DC area. What You'll Do Recruitment Supports the HR team with recruitment efforts by posting open positions, and conducting professional reference checks. Prepares job requisitions, job offer approval forms, offer letters, and nondisclosure agreements. Coordinates and processes employment background checks, including background checks that are not associated with active recruitment activities. Administers new-hire and hiring-manager satisfaction surveys. Monitors ICBA's presence on Glassdoor and similar employer review platforms Benefits Administration Responds to routine employee benefits questions. Assists with annual benefits activities, including open enrollment communications, completion tracking, and employee materials. Coordinates with benefits, insurance, and retirement plan partners to support the resolution of routine administrative matters. Assists employees with qualified life event documentation and benefit enrollment changes. Processes and tracks 401(k) enrollments, changes, and eligibility information. Supports COBRA file processing, related reporting, and record maintenance. Processes employee leave requests and coordinates required documentation under the direction of the appropriate HR manager. Provides administrative support for the subsidiary transportation and SmartBenefits commuter program. Supports benefit invoice audits through data entry, reconciliation, and record maintenance. Assists with the preparation and distribution of annual Total Compensation Statements. Maintains accurate benefits records and documentation in HR systems and files. Onboarding and Offboarding Supports the administration and execution of employee onboarding and offboarding processes, ensuring a consistent, compliant, and positive employee experience. Maintains onboarding and offboarding documentation, communications, records, and related HR administrative processes. Employee Engagement and Recognition Provides administrative and logistical support for employee engagement initiatives, wellness programs, recognition activities, and organizational events. Coordinates employee milestone announcements, holiday communications, and other employee-related communications. Supports the administration of employee engagement surveys and related communications. Learning and Development Provides administrative and logistical support for employee learning and development programs, including training initiatives, tuition reimbursement, professional development opportunities, and learning platform administration. Performance Management Provides administrative support for ICBA's performance management processes, including monitoring performance management deadlines and follows up with employees and managers regarding incomplete activities. HR Operations and Department Administration Maintains personnel files and HR records in accordance with legal requirements, organizational policies, and established record-retention practices. Serves as an administrator of Dayforce for routine personnel data management and employee record updates. Assists with maintaining the organizational chart and employee directory information. Processes and tracks HR vendor invoices, department credit card expenses, memberships, subscriptions, and other departmental expenditures. Prepares standard HR reports and assists with ad hoc reporting and metrics. Supports compliance reporting, tracking, and administration of annual disclosure programs. What You Bring Bachelor's degree in Human Resources, Business Administration, or a related field. 5+ years of experience providing support across multiple HR functional areas. Strong organizational skills and attention to detail. Ability to manage multiple priorities, follow established processes, and meet deadlines. Excellent customer service and interpersonal skills. Strong written and verbal communication skills. Ability to handle confidential and sensitive information with discretion. Sound judgment and the ability to recognize when a question or concern should be escalated. Ability to work collaboratively in a team-oriented environment and support multiple HR professionals. Ability to maintain accurate employee records and documentation. Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams. This salary range is intended to serve as a general guideline and does not guarantee a specific level of compensation. Final compensation may vary based on a variety of factors, including experience, qualifications, skills, geographic location, market data, internal equity, budget considerations, and any applicable bonuses or incentives.
