DEFINITIONTo perform senior professional human resource generalist duties in areas of recruitment, leave and benefits, safety programs, and training and development in assigned areas. Ensure that the recruitment and selection process champions equity and social justice, complies with fair employment practice, is efficient and delivers prompt services to both managers and employees.
Administer and maintain the online application system; serve as the systems administrator for various human resource information systems, working with the vendor to resolve issues.
Respond to and participate in surveys and other studies as requested; analyze data and results, prepare statistical reports and charts highlighting trends and identifying and advising on anomalies that emerge.
Perform a variety of professional, technical, analytical and administrative duties in support of classification activities; conduct classification and compensation surveys and audits, ensure consistent application of job analysis and evaluation standards, research classification and compensation issues, assist with reclassification recommendations.
Review new and revised positions to determine the accuracy of job descriptions; as necessary, modify and develop new descriptions which accurately reflect current roles, responsibilities and requirements.
Coordinate and administer employee benefit programs including those provided by the employer and those mandated by law; administer group life, health and disability insurance, leaves of absence, retirement plan enrollment, deferred compensation programs, workers compensation claims, unemployment claims and accommodations.
Provide a periodic review of benefits with attention to recommending and implementing change resulting from regulatory or policy mandates.
Work toward maintaining employer-employee relationships that contribute to satisfactory productivity, motivation and morale and serve to prevent and resolve problems arising from situations at workProvide information, assistance and counseling to employees and managers regarding human resources policies, procedures and related workplace issues, working to resolve employee issues and grievancesDevelop and conduct employee trainings in assigned areas and collaborate with management to meet certain employee development needs; develop and deliver orientation for new employees, including necessary paperwork and a programmatic overview of the organization.
Conduct periodic assessments of training needs to identify potential organization-wide training programs and potential vendors.
In a work environment with both represented and non-represented employees, develop, implement, coordinate and evaluate the safety program, plans, systems and procedures to achieve program goals and objectives consistent with City's standards and safety expectation; coordinate the work of the Safety Committee.
Research, make recommendations, design, implement and coordinate new human resources programs and initiatives.
Work closely with Payroll to ensure consistent application of policies and procedures and the integrity of data and records for assigned areas.
The successful completion of a skills assessment of the various Microsoft Office Suite programs that are required for this role.
A successful completion of reference checks, including at least one prior supervisor.

This position is eligible for remote work. The City's remote work policy, Employees Working Remotely, requires staff in positions eligible for remote work to work onsite a minimum of four days per two-week pay period (every two weeks). Full-time remote work is not an option. Once hired, employees must reside in the State of Washington.Conditions Of Employment:
