General Description :
This is a professional position. The incumbent performs complex tasks to administer Human Resources programs and provides analysis in such areas as recruitment, classification/compensation, timekeeping, benefits, HRIS Administration or other human resources tracts as needed. The Human Resources Systems Analyst may serve as lead worker on special projects and perform related work as assigned.
Organization :
The Human Resources Systems Analyst reports to the Human Resources HRIS Manager and supervises no staff.
Essential Functions :
Provides functional support for the development, implementation and administration of Human Resource Information Systems (HRIS) and associated systems. Analyzes and troubleshoots complex timekeeping issues and reconciles and balances semi-monthly timecards in collaboration with HRIS, Benefits and Payroll team and works closely with the Benefits Team to ensure pay and benefits are accurately reflected in timekeeping functions. Works closely with the Deputy Director to administer and manage the annual performance evaluation process and to track validate and implement compensation for the annual merit process in collaboration with the Compensation and Benefits team. Manages projects and assists in coordinating HR inquiries in HRIS systems and provides administrative system support to HR Administrators, department managers and employees. Provides information and guidance to employees in areas of assigned human resources responsibilities regarding processes, procedures and program requirements. Develops and leads training sessions covering end-to-end timekeeping operations for managers, employees and payroll preparers. Supports the implementation of new programs and upgrades in the HRIS system. Supports the benefits team by assisting with benefits open enrollment processes for annual retiree packets. Creates and maintains Standard Operating Procedures for all major processes and annual projects including the HRIS Master Task sheet and related instructions. Interprets, applies and explains human resources policies, procedures, laws and regulations to employees and the public. Assists with classification of positions to include new positions and reclassifications. Generates monthly, quarterly and annual reports to comply with governmental state and federal agency requirements. Partners with and supports annual compensation research, changes, modeling and processes.

Knowledge of the principles and practices of Human Resources administration, required. Must be able to present ideas and recommendations clearly and concisely both orally and in writing. Ability to establish and maintain effective working relationships with County staff, employees and the public is essential. Ability to validate complex data sets, to keep statistical records and to create regular and special reports. Computer Literacy/working knowledge of Microsoft Office products, specifically intermediate to advanced functions of Excel required. Excel power queries knowledge and experience preferred. Must know how to organize and prioritize work and meet deadlines. Ability to maintain confidentiality is paramount.
Education, Experience, and Training:
Bachelor's degree in a related field preferred, with at least two (2) years' related work experience required - OR - Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
