POSITION OVERVIEW
•Strategic Technology Institute, Inc. (STi) is seeking a Senior Human Resources Specialist to support the Defense Counterintelligence and Security Agency Human Capital Management Office's Senior Executive Management Office at DCSA Headquarters in Quantico, Virginia. This position will support the complete Federal senior-executive human resources lifecycle, including executive performance management, awards, position descriptions, recruitment, succession planning, talent management, compliance reporting, policy development, and executive development. The successful candidate will possess senior-level Federal executive-resources experience and a strong understanding of Defense Intelligence Senior Executive Service, Defense Intelligence Senior Level, Senior Executive Service, or comparable executive programs; performance-review processes; Executive Core Qualifications; Quality Review Boards; succession planning; and applicable DoD, Intelligence Community, and Office of Personnel Management requirements.
PRIMARY RESPONSIBILITIES
•Support annual senior-executive performance closeout activities, including training, advising, documentation, and Performance Review Board coordination. Coordinate Presidential Rank Awards and other executive-award nomination processes and prepare supporting packages and documentation. Draft, review, edit, and format proposed position descriptions for Defense Intelligence Senior Executive Service and Defense Intelligence Senior Level positions. Support DISES and DISL vacancy announcements, application packages, interview logistics, hiring workflows, and onboarding activities. Track executive recruitment actions while preserving Government authority over candidate evaluation, selection, and official hiring decisions. Conduct research, data analysis, and administrative tracking in support of Government-led succession planning and senior talent-management initiatives. Prepare recurring reports addressing executive performance, recruitment, succession planning, talent management, and related Senior Executive Management Office activities. Respond to Office of the Under Secretary of Defense for Intelligence and Security taskings with timely, accurate, and properly documented information. Develop, update, and maintain SEMO policies, guidance, process documentation, standard operating procedures, and internal controls. Support the review and development of Executive Core Qualifications and related executive application materials. Support Quality Review Board processes and coordinate associated documentation, reviews, and status tracking. Track Federal employee training and executive-development requests and review application packages for completeness and compliance. Develop executive briefings, working papers, status reports, correspondence, decision-support products, and recommendations. Ensure work products comply with DCSA, DoD, OUSD(I&S), OPM, DCIPS, and other applicable Federal human capital requirements. Coordinate with DCSA executives, human capital professionals, hiring officials, OUSD(I&S), OPM, and other internal and external stakeholders.
REQUIRED QUALIFICATIONS
•U.S. citizenship and current active Secret or higher U.S. Government security clearance required. Bachelor's degree or higher in human resources, human capital management, public administration, business administration, organizational development, or a closely related discipline. Senior-level Federal human resources or human capital experience. Experience supporting executive performance management, awards, recruitment, position management, succession planning, or talent management. Knowledge of Federal senior-executive human resources programs and applicable documentation and compliance requirements. Experience drafting, reviewing, or maintaining Federal position descriptions, policies, procedures, reports, and executive correspondence. Experience coordinating vacancy announcements, application packages, interviews, hiring workflows, or onboarding activities. Experience developing or reviewing Executive Core Qualifications or supporting a Quality Review Board process. Strong project-management, organizational, analytical, technical-editing, and stakeholder-coordination capabilities. Ability to handle sensitive executive-personnel information with discretion and protect personally identifiable information. Ability to work primarily on-site at DCSA Headquarters in Quantico, Virginia.
PREFERRED QUALIFICATIONS
•Direct experience supporting a Federal Senior Executive Management Office or Executive Resources office. Experience with DISES, DISL, SES, DCIPS, or Intelligence Community senior-executive programs. Experience supporting Performance Review Boards, executive performance closeout, or Presidential Rank Award nominations. Experience with OUSD(I&S), DCSA, DoD, Intelligence Community, or OPM human capital requirements. Experience supporting senior-executive succession planning and talent-management programs. Experience reviewing Executive Core Qualifications or supporting Quality Review Board processes. Familiarity with DoDI 1400.25 and Federal position-classification standards. Experience with Microsoft SharePoint, Visio, Planner, or Forms.
WORK ENVIRONMENT
•Primary place of performance is DCSA Headquarters at the Russell-Knox Building in Quantico, Virginia. Work is primarily on-site. Limited telework may be permitted under a schedule approved by the Government. The position involves sensitive executive-personnel information requiring discretion, accuracy, and protection of PII. Local National Capital Region travel and occasional travel to other DCSA locations may be required. The anticipated contract period extends through March 30, 2031, if all options are exercised.
