The Recruiter is responsible for actively engaging and recruiting qualified families, guiding prospective Resource Families through the Resource Family Approval (RFA) process, and providing ongoing education and support throughout approval. This position involves community outreach, relationship building, orientations, home assessments and inspections, and collaboration with county partners to ensure families meet applicable licensing and regulatory requirements. The Recruiter will develop creative recruitment strategies to reach diverse communities and maintain a strong pool of approved Resource Families to meet the needs of children and youth. The ideal candidate is compassionate, organized, culturally responsive, and an effective communicator who is passionate about strengthening families and making a positive difference in the lives of children. This is a full-time position with a flexible schedule that may include evenings and weekends for community outreach and recruitment events. Responsibilities Establish positive relationships with prospective families, work collaboratively with contacted counties. Cultivate an active network of Resource Families, including respite care providers, and coordinate support and adjunctive activities that foster a sense of community within the service pool. Participate actively in community marketing activities surrounding recruitment. Approve two or more homes per month. Maintain family records and records in accordance with corporate and regulatory standards, including home surveys and safety inspections, disaster training, and drills. Conduct orientations, pre- and post-approval, and training for Resource Families. Function as the point of contact for prospective families. Actively engaged support prospective resource families throughout the RFA process, including but not limited to addressing and eliminating identified barriers, assisting with appointments/form completion, maintaining regular contact, and giving reminders to ensure completion of the RFA process within the required time frames. Conduct pre-home and post-home inspections. Excellent communication skills (oral, written, and social media). Participate in recruiting efforts to ensure an adequate pool of certified homes to meet diverse needs and emergency placements. Completes family assessments and reassess annually. Provides in-home support and social services. Assist and support the FFA directive in the appropriate placement in the resource home. Education and Experience Bachelor's degree from an accredited college or university in Human Services, Social Work, Psychology, Sociology, Public Relations, Communications, or a related field. Minimum of one year of experience working in social services with children, youth, and families. Prior experience working with children and families in settings such as foster care, childcare, social services, case management, or related fields is highly desirable. Experience working with individuals with developmental disabilities, special needs, or diverse populations is preferred. Knowledge and Skills Knowledge of child welfare practices, child protective services protocols, mandated reporting requirements, and Resource Family Approval (RFA) processes. Strong communication, interpersonal, organizational, and relationship-building skills. Ability to effectively communicate with prospective Resource Families, community partners, county agencies, and other professionals. Demonstrated cultural competency and the ability to work effectively with families from diverse backgrounds. Strong ability to prioritize tasks, manage multiple responsibilities, maintain accurate documentation, and meet required timelines. Proficiency in Microsoft Office applications for documentation, communication, and reporting. Bilingual English/Spanish verbal and written communication skills desireable. Additional Requirements Valid California Driver's License and reliable transportation required for community outreach, home visits, and other job-related activities. Must successfully complete required fingerprint clearance, health screening, and TB testing. CPR certification is preferred or must be obtained within the required timeframe. Ability to work a flexible schedule, including occasional evenings and weekends for recruitment events and community outreach.
