The Recruiter will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent to the organization. The Recruiter is responsible for interviewing, testing, and referring job applicants. Should meet and greet all incoming applicants and employee processing and provides administrative support in all functional areas of the Human Resource Department. Inclusive of maintaining personnel records, employment applications, employment verification and other mandated documents. All duties are to be performed within the guidelines of the Downstream Casino Resort's policies and procedures, Internal Control Standards and Objectives.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Reviews employment applications and prescreens applicants to evaluate work history, skills, education, training, reference checks and compensation needs and other qualifications. Verifies I-9 documentation, education, experience and references of applicants. Supports the appropriate selection of candidates working in tandem with management on hiring the most qualified while giving the preference to qualified enrolled members of Quapaw, CCS, Native Americans, and Veteran's. Informs applicants of job duties and responsibilities. Responsible for securing all personnel files and completing appropriate maintenance of all personnel records. Develops, facilitates, and implements all phases of the recruitment process. Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria. Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization. Maintains job postings and advertisement processes. Screens applications and selects qualified candidates. Schedules interviews; oversees preparation of interview questions and other hiring and selection materials. Coordinate and maintain all employee tracking such as entering new hires and transfers (full working knowledge of DCR HR Information System UKG Pro). Assist with the QNGA, Wardrobe, and HR staff on the notification of any new hires, transfers, etc. Data input applications when appropriate and necessary. Files employment applications and other personnel information per department. New Hire forms completion, signing of conditional offer letters, issuing ID Badges, and answering general HR related questions. Participates in form completion during the New Hire Orientation process. Performs duties of the HR Coordinator as needed. Assists, supports and attends job fairs and other employment recruitment events. Work with hiring managers to design appropriate job-related questions, serves as a liaison to Supervisors and Managers on the "appropriateness" of the selection process. Provide exceptional customer service to all patrons and communicate in a pleasant, friendly, and professional manner always while maintaining a professional work environment with supervisors and staff. Post all vacant positions and support the Training and Recruitment Specialist. Attend all necessary trainings, meetings, and assist in other projects and job duties as directed and assigned. Meets the attendance guidelines of the job and adheres to regulatory, departmental, and company policies.
SKILLS/ABILITIES
Excellent verbal and written communication skills. Excellent interpersonal skills with good negotiation tactics. Ability to create and implement sourcing strategies for recruitment for a variety of roles. Proactive and independent with the ability to take initiative. Excellent time management skills with a proven ability to meet deadlines. Familiarity with tribal, state and federal laws, regulations, and best practices applicable to hiring and recruitment. Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems. Proficient with Microsoft Office or related software.
QUALIFICATIONS/REQUIRMENTS PHYSICAL, MENTAL AND WORK DEMANDS

Associates degree in Human Resources or related field, or equivalent work experience, preferred. At least three years managing all phases of the recruitment and hiring process is highly preferred. Must be a minimum of 18 years of age or older upon employment. High School diploma or equivalent required. Experience with HRIS, Kronos, UKG Pro required. Previous guest service experience required. Ability to write routine correspondence and to speak effectively to the public, employees and guests. Must have the ability to deal effectively and interact well with the guests and employees. Must have the ability to resolve problems/conflicts in a diplomatic and tactful manner. Must be physically mobile with reasonable accommodations and be able to maneuver to all areas of the casino. Must be able to tolerate areas containing secondary smoke, high noise levels, bright lights, and dust. Adequate manual dexterity to operate office equipment. Light lifting of up to 20 lbs. Prolonged periods sitting at a desk and working on a computer. Must be able to stand, walk, and move through all areas of the casino. Maintain physical stamina and proper mental attitude to work under pressure in a fast-paced, casino environment and effectively deal with customers, management, employees, and members of the business community in all situations.
