Expected Starting Hourly Range:

$25.56

•$31.95 This classification performs development review for conformance with the Comprehensive Plan, Land Development Code and Design Standards, conducts research on detailed and complicated issues, and provides information regarding complex zoning and land development issues to the public and development community. The position coordinates with other reviewing agencies to ensure compliance with the approved conditions. Employment screenings, as outlined in the Personnel Policy, Rules, and Procedures Manual, will be conducted in compliance with applicable federal and Florida Laws. Working Conditions The work environment may include exposure to high noise levels while performing certain essential job functions. The position requires the ability to lift and move objects weighing up to 25 pounds independently and up to 75 pounds with assistance, with or without reasonable accommodation. The role involves sitting for extended periods while working on a computer. Essential Functions These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Reviews proposed re-zonings, special permits, site plans, plats and building permits for regulatory requirements. Coordinates the review of subdivision plats and/or traffic studies, concurrency and plan reviews; prepares graphics for Board Presentations. Conducts detailed review of construction plans and site plans for compliance with applicable standards. Prepares written reports of findings and provides assistance to the public and development community regarding appropriate design parameters. Responds to the general public when required. Visits project sites to ensure compliance with conditions. May track bonds and agreements. Monitors projects for compliance with approval conditions. Determines proper process for various development proposals. Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee's qualifications, essential job functions, and appliable federal and Florida law. Development Review Specialist High School graduate/equivalent. Two (2) or more years of experience in planning, construction, zoning, land use regulation or engineering or bachelor's degree in planning, engineering, construction, architecture or similar field. Senior Development Review Specialist Bachelor's degree in planning, engineering, construction, architecture or similar field. May substitute 4 years professional experience in planning, construction, zoning, land use regulation or engineering, or similar ?eld in lieu of degree. Minimum of one (1) year of professional experience in planning, construction, zoning, land use regulation or engineering. All Levels Valid Florida driver's license is required within 30 days of hire. Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.

Knowledge, Skills, and Abilities:

All levels Skill in planning, coordinating and directing complex administrative activities, projects and programs. Skill in formulating plans, budgets and related policy papers, synthesizing information from a variety of sources. Skill in written and oral communications, including preparing and making public presentations to elected officials, citizen groups, local/state/federal agencies, and the general public, which may include instances with little or no advance notification. Skill in working diplomatically with government officials, citizen groups, contractors, and others to achieve overall goals and objectives. Skill in efficiently handling multiple projects at the same time. Skill in effectively performing duties under demanding high-stress conditions. Senior Development Review Specialist Knowledge of modern principles and practices of planning, zoning, subdivision regulation of engineering. Knowledge of applicable laws and regulations regarding land development Knowledge of GIS and Microsoft Office Suite highly desired Ability to exercise mature judgement and make independent determinations in accordance with established departmental policies and procedures.
