DEPARTMENTHousing Development Specialist II (Basement Sanitation)TEMPORARY ADMINISTRATIVE SPECIAL SERVICES STAFF
(TASS 1)The Housing and Revitalization Department (HRD) is seeking to fill a Housing Development Specialist II position. This is an intermediate-level program analyst role responsible for performing a full range of professional assignments in support of housing and disaster recovery programs.The Housing Development Specialist II will work closely with the Program Manager and Director, serving in an inspector and project oversight capacity to identify potential issues, define objectives, and establish plans, priorities, and deadlines.
Under general supervision, this position supports long-term recovery efforts funded through the Community Development Block Grant - Disaster Recovery (CDBG-DR) program, directly serving residents impacted by the June 25-26, 2021 disaster through eligible home repairs under the Private Sewer Repair Program (PSRP).The Housing Development Specialist II serves as both a resident-facing case manager and field/project inspector, ensuring compliance, quality control, contractor accountability, and timely service delivery. This role also includes financial oversight, contractor coordination, and invoice/budget management across assigned projects.
This is a Temporary Administrative Special Services (TASS) position. This Appointment Term is based on availability of grant funds.
This is a grant-funded position. The continuation of this role depends on the availability of ongoing funding. Employment beyond the current grant period is not guaranteed and will be based on the renewal of funding.
EXAMPLE OF DUTIES
Program & Contract AdministrationDevelops, administers, monitors, and evaluates housing and community development programs, grants, and contracts for compliance, effectiveness, and timeliness Assists in drafting Statements of Work (SOW), Requests for Proposals (RFPs), and Requests for Qualifications (RFQs) Collaborates with the Office of Contracting and Procurement to coordinate bid processes and contractor selection Tracks contractor performance post-award to ensure adherence to scope, timelines, and quality standards Inspection & Construction OversightConducts field inspections before, during, and after construction to verify scope alignment, quality of work, and compliance with HUD, City, and safety standards Oversees contractor execution of work including: Basement cleaning, demolition, and sanitization HVAC inspection, repair, and replacement Electrical panel upgrades (when applicable) Reviews contractor documentation including: Written estimates with photos Daily progress logs Post-work verification reports Ensures compliance with City of Detroit BSEED inspections and applicable codes Identifies deficiencies and coordinates corrective actions with contractors Contractor Management & CoordinationServes as primary liaison between residents, contractors, and internal departments Schedules and coordinates contractor site visits, inspections, and follow-ups Monitors contractor responsiveness, performance, and adherence to agreed timelines Addresses and resolves contractor-related issues, disputes, and service gaps Ensures contractors provide required labor, materials, supervision, and documentation per SOW requirements Invoice Processing & Financial OversightReviews, verifies, and tracks contractor invoices to ensure: Alignment with approved scope of work Accuracy of labor, materials, and services billed Completion of required inspections prior to payment Coordinates invoice processing through systems such as Box and DocuSign Tracks payment timelines and ensures compliance Maintains invoice logs and ensures all supporting documentation is complete and audit-ready Budget Tracking & Cost ManagementDevelops and manages project-level budgets based on scope of work and field conditions Performs cost estimates for rehabilitation, repair, and replacement activities Tracks expenditures against allocated funding to ensure program compliance and avoid overages Reviews Duplication of Benefits (DOB) considerations in coordination with program guidelines Provides budget forecasting and reporting to leadership Compliance, Reporting & Audit SupportEnsures all work complies withHUD CDBG-DR
requirements and applicable federal regulations Responds to HUD monitoring findings and supports audit readiness efforts Maintains accurate and complete case files in systems such as Neighborly and Smartsheet Prepares reports on program performance, contractor utilization, and financial status Reviews payroll and enforces labor compliance (e.g., Davis-Bacon requirements where applicable) Resident Services & Case ManagementServes as primary point of contact for program participants Provides outreach, application assistance, and ongoing case management Communicates program expectations, timelines (including settlement periods), and scope limitations Resolves resident concerns, complaints, and escalations with professionalism and empathy General ResponsibilitiesAttends meetings with governmental agencies, community organizations, and stakeholders Summarizes discussions and drafts responses to inquiries Performs special projects and other duties as assigned Maintains flexibility to work evenings and weekends as requiredSUPPLEMENTAL INFORMATION

Employment beyond the current grant period is not guaranteed and will be based on the renewal of funding.Knowledge, Skills & AbilitiesStrong knowledge of construction processes, inspections, and residential rehabilitation Ability to manage contractors, budgets, and multiple projects simultaneously Strong verbal and written communication skills High attention to detail in documentation, invoicing, and compliance tracking Customer-service oriented with ability to manage sensitive resident interactions Proficiency in systems such as Neighborly, Smartsheet, Box, DocuSign, and Microsoft Office Ability to interpret technical scopes of work and construction documentation Bilingual (English/Spanish) preferred Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position.
