Develop, implement, and evaluate the department's annual training and professional development program. Coordinate all internal and external training for career firefighters. Maintain all department training records and ensure compliance with state and departmental requirements. Develop lesson plans, practical evolutions, annual training calendars, and instructor assignments. Provide classroom and hands-on instruction as needed. Lead probationary firefighter training, officer development, mentoring, and succession planning. Coordinate after-action reviews, significant incident debriefings, and implement operational improvements. Develop, review, and maintain departmental policies, procedures, and Standard Operating Guidelines. Assist with strategic planning, accreditation efforts, and organizational initiatives. Respond as a Command Officer to emergency incidents. Assist with preparation and administration of departmental operating and training budgets. Assigns duties to employees under his/her command. Supervise assigned personnel through coaching, performance management, and leadership development. Represent the department at regional meetings, committees, and community events. Maintain positive working relationships with City staff, partner agencies, elected officials, and the public. Perform other related duties as assigned by the Fire Chief. Makes recommendations to the Fire Chief relating to the hiring, transfer, suspension, promotion, discharge, assignment, reward or discipline of subordinates. Supervises and directs pre-fire planning used for high value commercial and large occupancy load buildings. Follows oral and written instructions such as supervisor's work orders and equipment operation manuals. Regular and reliable attendance during scheduled work hours and outside regular hours as necessary. Provides effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizens. MINIMUM QUALIFICATIONS
Bachelor's degree in Fire Administration, Fire Science, Public Administration, or Business Administration. Minimum of three (3) years of supervisory and administrative experience at the rank of Fire Battalion Chief within the Coon Rapids Fire Department. Demonstrated experience planning, coordinating, or delivering firefighter training. Demonstrated leadership, communication, project management, and organizational skills. Ability to effectively supervise personnel and build collaborative working relationships. The Assistant Fire Chief is required to move within and continue to maintain residency within the ten-minute response zone. Said response zone is based on a ten-minute drive time from a Coon Rapids fire station.
PREFERRED QUALIFICATIONS
Experience developing department-wide training programs. Experience with officer development, mentoring, and succession planning. Experience with budgeting, strategic planning, and policy development. Knowledge of NFPA standards, Incident Command System, emergency management, and modern fire service training practices.

EQUIPMENT/JOB LOCATION
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The position will be primarily located at the Fire Station 3 but will also involve field work. This position will be exposed to emergency and disaster situations. The work environment may at times be noisy with elements of personal danger in dealing with emergency situations. It will use common office supplies and equipment, and the noise level is typically quiet within the Fire Station 3. Exposure to computer monitors in the office is typical. This position works closely with others.
CONDITIONS OF EMPLOYMENT
Must comply with organizational and department policies. Must possess a valid Class B driver's license and a good driving record. Coon Rapids Fire personnel cannot be an active member of any other fire department while serving on the Coon Rapids Fire Department. Current EMT Certification. Must successfully pass Fire Department physical. Must contribute positively to a productive, inclusive, and respectful work environment. Must make workplace safety the top priority.
