The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Training Specialist. The Supervisory Training Specialist will function within the Employee/Patient Experience Service. This position manages the overall operation of the Workforce Development Section, following VHA Handbook 5015/1 Employee Learning and Professional Development, developing and/or revising Standard Operating Procedures (SOPs) to ensure efficiency and effectiveness of training operations.

Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops training materials using standard instructional design and methodologies utilizing a variety of learning modalities/techniques such as classroom sessions, computer assisted instruction, distance-based learning, job aids, and other educational support resources. Participates on a cross-functional team to plan, develop, and deliver programs for audiences of all sizes. Serves as the Contracting Officer's Representative (COR) for program needs. Monitors the appropriateness and quality of education and training programs while ensuring the establishment and maintenance of professional relationships with tenant organizations, other VA entities, and other external Federal, state, and local organizations as necessary to fulfill the mission of Employee/Patient Experience Service. Participates in special studies or researching areas where problems or questions have arisen. Formulates and implements training plans for VA career development, professional development, and leadership/executive development programs. Assists with the planning and coordination of training and technical assistance activities to include personnel, equipment, facilities, and other resource requirements. Creates specialized training courses and programs through the collaboration with others on health media productions, partnerships, and strategic alliances. Plans and conducts studies that evaluate and predict program achievements and student performance.
