Purpose of the engagement MassAutonomy is a Massachusetts nonprofit that supports the MassDOT Aeronautics Advanced Aviation Technologies Group (AATG) and the Commonwealth as an aligned, mission-focused partner. MassAutonomy seeks an experienced grant development professional to build and manage a disciplined funding pipeline for advanced aviation, uncrewed aircraft systems, counter-UAS, advanced air mobility, transportation innovation, test and evaluation, workforce development, data and cybersecurity, and related air, surface, maritime, and undersea initiatives. The consultant will translate complex technical and public-purpose concepts into competitive, compliant proposals for federal, state, philanthropic, and other eligible funding sources. Primary scope of services
- Develop and maintain a 12- to 24-month funding opportunity pipeline, pursuit calendar, and bid or no-bid recommendations aligned with MassAutonomy and the AATG priorities.
- Monitor relevant funding sources, including transportation, aviation, public safety, defense, economic development, research, infrastructure, workforce, and regional innovation programs.
- Lead proposal planning, including opportunity analysis, compliance matrices, work plans, partner inputs, schedules, and responsibility assignments.
- Draft and edit concept papers, letters of intent, executive summaries, technical and management narratives, organizational qualifications, and supporting materials.
- Coordinate budgets, budget narratives, match or cost-share documentation, milestones, performance measures, letters of support, and required attachments with MassAutonomy and MassDOT leadership and technical personnel.
- Facilitate proposal reviews and ensure final submissions are responsive, consistent, accurate, complete, and delivered on time.
- Maintain reusable content, organizational data, past-performance materials, partner information, and a proposal archive with appropriate version control.
- Support award transition by documenting commitments, deliverables, and key compliance requirements for the implementation team.
- Support award by managing reporting obligations.

- A prioritized grant pipeline and 12-month pursuit calendar within the first 30 days.
- A standardized grant-development toolkit, including opportunity assessment, compliance matrix, proposal schedule, and review checklist.
- A rolling portfolio of qualified opportunities and completed submissions against mutually agreed targets.
- Monthly status reporting covering pipeline value, probability, deadlines, decisions required, submissions, and outcomes. Required qualifications
- At least five years of successful grant development or proposal-management experience, preferably involving government, transportation, aviation, defense, public safety, research, or technology programs.
- Demonstrated success leading complex proposals involving multiple technical contributors and partner organizations.
- Exceptional writing, editing, research, project-management, and deadline-management skills.
- Ability to understand technical material quickly and express it clearly for government, technical, executive, and public audiences.
- Working knowledge of government funding requirements, budgets, match requirements, performance measures, and post-award obligations.
- Bachelor's degree or higher Preferred qualifications
- Experience with U.S. DOT, FAA, FHWA, EDA, DHS, DoD, NSF, MassTech, or comparable federal and state programs.
- Experience supporting nonprofit organizations, public agencies, research institutions, or multi-organization consortia.
- Familiarity with uncrewed systems, advanced aviation, autonomy, robotics, critical infrastructure, economic development, or workforce programs.
Pay:
