Instructional Systems Specialist / Curriculum Developer — Range Operations Professional Development (ROPD)

POSITION SUMMARY

Federal Strategies, LLC (Fed-Strat) is seeking an Instructional Systems Specialist / Curriculum Developer to support Range Operations Professional Development (ROPD) curriculum design and development for the TECOM Range and Training Area Management (RTAM) Support contract. This position applies a Systems Approach to Training and Education to analyze, design, develop, deliver, and evaluate range management training and course material, and produces the instructional media, graphics, and multimedia products that support that curriculum. This position is not required to be on location full-time at Marine Corps Base Quantico, VA, and may be performed remotely or from a Federal Strategies, LLC facility; however, the employee must reside within local commuting distance of MCB Quantico to attend stakeholder meetings, briefings, and working groups in person.

KEY RESPONSIBILITIES

Employ a Systems Approach to Training and Education (SATE) methodology to analyze, design, develop, and evaluate training pertaining to range safety, operations, and management topics; develop detailed performance-based testing scenarios that simulate or represent actual job functions. Conduct front-end analyses (FEA) to develop Training & Readiness (T&R) events that define job performance. Conduct learning analyses to generate knowledge, skills, and attitude (KSA) listings, and develop learning objectives that translate job performance into the training setting. Develop training materials, including lesson plans, media (slides, graphics, photos), storyboards, interactive multimedia instruction, test items, performance scenarios, and course schedules. Develop detailed instructor guides that provide all instructional content the instructor needs to rehearse and deliver instruction, including slides with complex animations that simulate the functioning of computer-based software, and storyboards with narrative content, media/interaction descriptions, and branching instructions for programmers and graphic artists. Research and develop content and format for publications, reference manuals, and pocket guides. Conduct formative and summative evaluation to determine training and implementation effectiveness, and report recommended revisions in a detailed evaluation report. Participate in briefings, conferences, and working groups to present on instructional systems design methodology and current work efforts. Analyze and identify gaps in existing curricula and determine new tasks and objectives for inclusion in current course material. Design, develop, and deliver illustrations, animations, and other graphics in support of curriculum-specific requirements. Develop and edit media to support training products, including graphics, digital video, and photographs, using current graphic design technology and computer software packages to produce high-level graphics and miscellaneous media files for multiple projects. Participate in weekly curriculum sync meetings and provide a report detailing the outcome, including recommended course changes. Attend stakeholder meetings, briefings, working groups, and program events in person as required, given local proximity to MCB Quantico, VA. Recommend adjustments to course development or student deliverables as derived from End of Course Critiques, After Action Reports, Learning Experience Review Boards, and Curriculum Review Boards, or as directed by the Government. Maintain courseware version control and safeguard course assessments; maintain an electronic master archive of all curriculum products.

REQUIRED QUALIFICATIONS

Demonstrated experience applying a Systems Approach to Training and Education (SATE), or a comparable instructional systems design (ISD) methodology, to military or professional training programs. Experience conducting front-end and learning analyses and translating job performance requirements into training objectives and course material. Proven experience developing lesson plans, instructor guides, storyboards, interactive multimedia instruction, and performance-based test items. Experience with current graphic design, animation, and video editing software sufficient to produce high-level graphics, illustrations, and multimedia training products. Strong written communication skills, including experience developing publications, reference manuals, or technical training guides. Proficiency with Microsoft Word and standard MS Office/Adobe document production tools. Ability to pass a background investigation; U.S. citizenship required. Must reside within local commuting distance of MCB Quantico, VA to support reliable in-person attendance at stakeholder meetings, briefings, and working groups. Ability to participate reliably in weekly curriculum sync meetings and other required coordination, whether in person or virtual, and to travel to MCB Quantico, VA as needed.

PREFERRED QUALIFICATIONS

Bachelor's degree in Instructional Design, Education, Training and Development, Communications, or a related field; equivalent combined experience in instructional systems design and multimedia development will be considered in lieu of a degree. Prior experience developing curriculum for USMC or other DoD range safety, range operations, or range management training programs. Familiarity with Marine Corps range safety and certification directives and terminology

WORK ENVIRONMENT

This position is not required to be on location full-time at MCB Quantico, VA, and work is primarily performed remotely or at Federal Strategies, LLC facilities. However, the employee must reside within local commuting distance of MCB Quantico, VA in order to attend stakeholder meetings, briefings, working groups, and other program events in person as required. The role does not currently carry a dedicated OCONUS travel requirement, though the employee may be asked to support broader RTAM program travel on an as-needed, Government-approved basis.
