We are looking for one talented career-changer individuals with no experience in law enforcement to join our team as law enforcement trainees. The Intensive Comprehensive Peace Officer Education and Training (ICPOET) Program is designed to help you earn a full-time salary and benefits while attending school to obtain your licensure to become an Apple Valley Police Officer.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Must have a four-year regionally accredited college degree in any field of study. No prior law enforcement training or experience is required. Must NOT have completed a Minnesota Skills program or taken the MN POST or reciprocity exam. Must attend and maintain passing grades and complete all course work associated with the ICPOET program - a full-time professional peace officer education program in Brooklyn Park, MN. Enrollment must be maintained throughout employment until the date of graduation from the program. Must possess and maintain a valid Minnesota Class D Driver's license or equivalent out of state driver's license. Must have no felony convictions; including pardons and/or expungements, no criminal convictions of gross misdemeanor or equivalent level, no physical assault, domestic assault, or eluding the police convictions.
QUALIFICATIONS
Here's how the program works: Candidates must have a four-year regionally accredited college degree in any field of study. No law enforcement training or experience is required. POST eligible applicants do not qualify for ICPOET. This position is a full-time position with a starting wage of $32.81 - $41.03 per hour plus health insurance and paid annual leave time. Law enforcement trainees will be paid to attend 40 hours a week of college coursework and training for approximately 22 weeks. After the coursework is completed, the trainees will take the licensing exam for police officers. The education coursework will be completed at Hennepin Technical College in Brooklyn Park, MN. In addition to earning a wage, all course fees and equipment are provided and paid for by the AVPD. Upon completion of the education program, trainees must attain POST licensure eligibility before attending the AVPD Academy and entering our field training program to become a sworn police officer at the City of Apple Valley.

Timeline for ICPOET program: June 2026: AVPD Interviews June/July 2026: AVPD Background investigations for top candidates August 2026: AVPD Physical, drug screen, and psychological exams September 2026: Candidates hired by AVPD by September will begin classes at Hennepin Tech tentatively on 09/28/26. Regular, full-time employees of the City of Apple Valley are eligible for a benefits package. Annual Leave . Paid time off for vacation, sick leave, or personal leave. Accrues each pay period. 15 days per year for first 5 years of employment. Holidays . Paid time off on 12 designated holidays plus 1 personal floating holiday per year. Insurance . Deferred Compensation Plan (457). Income set aside on a pre-tax basis for the purpose of retirement income. Investments are participant-directed.
