Job Description

We are seeking a detail-oriented Construction Project Accountant - Cost Analyst to join our team supporting the San Diego County Regional Airport Authority's Capital Improvement Program (CIP). Under general supervision, you will independently perform specialized cost analyses for construction projects in the Airport Design and Construction (ADC) department. Key Responsibilities Analyze, review, and reconcile contractor and consultant pay applications against contracts/agreements and department policies; identify discrepancies for project managers; coordinate approval of certified payrolls and safety compliance. Review, analyze, evaluate, update, generate, and distribute project cost reports, records, and specialized spreadsheets; identify and provide supporting data to resolve discrepancies or issues. Manage, validate, and review progress invoices, with understanding of Design-Bid-Build (DBB) and Design-Build (DB) schedules of value (SOV), base contract amounts, change orders, allowances, and contingencies. Process contractor change order requests and coordinate with capital project managers regarding bundling requirements; monitor board-approved percentages and amounts to ensure alignment with approved limits and timelines. Coordinate with project teams during contractor onboarding for CIP projects; write cost management procedures and prepare presentations; act as liaison between the Authority and general contractors. Manage contract requisitions, task authorizations, commitments, and amendments. Prepare monthly project accruals, journal entry processing, project reconciliation, and cost reclassifications; serve as liaison to Accounting team for year-end closing requirements and accounting audits. Provide financial control of on-call consultant agreements, including encumbering agreement-specific task level notices to proceed and transferring amounts to project-specific cost groups. Assist Senior Cost Analyst in preparing project close-out reconciliations and performing cost variance analyses; collaborate with project management team to rectify cost errors in the system.
Minimum Qualifications Education & Experience:
Bachelor's degree in Business Administration or Accounting (Preferred), and the following minimum experience: ○ Two years of experience for Cost Analyst I Knowledge and experience with accounts payable and general cost control and reporting. Able to follow standard cost management procedures and guidelines and basic contracting principles. Capable of reviewing invoices for proper coding and contractual conformity. Understanding of contract language related to payment terms, special conditions, and key terminologies for DBB and DB contracts. Knowledge of Microsoft Applications (with emphasis on proficiency in Excel), PMIS system (PMWeb), Bluebeam Revu, and Adobesign; experience in processing PMWeb progress invoices, change orders, encumbrance releases, task authorizations, and amendments. Must be able to work independently with minimal daily guidance and direction. Must be very detail-oriented and able to perform focused work. Collaborative team player. Valid California Class C driver's license and ability to maintain eligibility under the Authority's Authorized Drivers Program. Successful clearance of TSA background check and drug/alcohol screening is a prerequisite for working at the airport.
