Job Description

DIVISION
Court Support Services
CLASS DEFINITION
This class is accountable for assisting in the overall management of a juvenile detention center. In addition, incumbents may be responsible for assisting with the oversight of residential contracted programs for juveniles.
SUPERVISION RECEIVED
Receives general direction from the Juvenile Detention Superintendent or other employee of higher grade.
SUPERVISION EXERCISED
Assists with the supervision of staff and programs as assigned.
EXAMPLES OF DUTIES
  • Assists with scheduling, assigning, overseeing, and reviewing the work of staff engaged in providing safe and secure conditions for juveniles;
  • Directs staff engaged in providing intake, assessment, counseling, food services, medical treatment, recreation, and transportation;
  • Directs substance abuse prevention program activities including developing, planning, and scheduling educational programs for juveniles and staff, assignment and supervision of case managers, training and resource development, assessment and counseling, coordination of services with probation and other areas, and discharge planning;
  • Analyzes and evaluates the accomplishment of program objectives;
  • Conducts performance evaluations for staff;
  • Maintains twenty-four hour on call responsibility for the center and assigned programs;
  • Assists with the development of policies and procedures;
  • Acts as a liaison with other operating units, agencies, and outside officials regarding policies and procedures;
  • Conducts assessments of juveniles through the use of interviews and psychometric tests to determine treatment needs;
  • Prepares assessment reports for the court;
  • Provides release planning for juveniles including the use of alternative placements;
  • Manages operations in the supervisor's absence;
  • Assists with the procurement of equipment and supplies, the maintenance of records, and the collection of operating reports such as time and attendance, personnel transactions, fiscal expenditures, and statistical records;
  • Conducts safety and fire drills and is responsible for all security measures;
  • Supervises the transportation of juveniles to other detention centers, residential programs, and outside appointments;
  • May assist in physically restraining juveniles as necessary;
  • Conducts on site visits to assigned programs to support start up and to ensure ongoing contract compliance;
  • Performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, AND ABILITY
Considerable knowledge of the juvenile justice system; knowledge of juvenile detention centers and their operation; knowledge of custody, security, and control measures and of the techniques of maintaining discipline in a residential detention setting; knowledge of child psychology and development; knowledge of substance abuse treatment programs for children, including assessment and counseling; knowledge of community based resources available to deal with substance abuse; knowledge of relevant state and federal laws; knowledge of relevant agency policies and procedures; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; computer skills.
EXPERIENCE AND TRAINING
General Experience:
Seven years of experience in a juvenile detention setting or related work.
Special Experience:
Three years of the General Experience must have included lead or supervisory responsibilities.
Substitutions Allowed:
1) College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half year of experience to a maximum of four (4) years for a Bachelor's degree. 2) A Master's degree in a related field may be substituted for one (1) additional year of the General Experience.
WORKING CONDITIONS
Incumbents may be exposed to some risk of injury from abusive/assaultive detainees; may be exposed to communicable diseases.
SPECIAL REQUIREMENT
1) A criminal record investigation will be conducted for all candidates. 2) Incumbents may be required to pass a physical examination.
