Army Reserve Education and Incentives Administrator New On-site / Fort Knox, Kentucky Full-Time General $65,000 - $85,000 Tiber Creek is seeking an Army Reserve Education and Incentives Administrator to work on-site at Fort Knox, KY, with our military client, where you will support the administration of military civilian education GI Bill programs. The primary responsibilities of this position are to support the USAR GI Bill program's administration functions: determine eligibility and initiate eligibility status updates, respond to VA inquiries and coordinate with the VA to resolve issues, support Soldiers, Veterans and the Unit with GI Bill inquiries or issues, counsel Soldiers and Veterans on establishing eligibility and receiving GI Bill benefits, conduct GI Bill programs training, and educate Unit, Education Office/ESS, and other USARC personnel on using RCMS solutions (including CSMM, eActions/ePAT, RIMS, and Soldier Self-Service) to best support their Soldiers in receiving GI Bill benefits. Candidates must have the ability to work independently to manage multiple complex tasks with tight deadlines, proactively seek assistance from a variety of subject matter experts, and communicate verbally and in writing the appropriate courses of action to customers you serve. Your strong interpersonal, organizational, and time-management skills; expertise with GI Bill programs and RCMS; and ability to become a subject matter expert and train others on RCMS (including CSMM, eActions/ePAT, RIMS, and Soldier Self-Service) assure your growth with Tiber Creek Consulting. As part of our staff, you will be applying your skills to innovative and vital projects for Tiber Creek, as well as for our clients.
Education:
AA/BA/BS or directly related work experience
Experience:
5+ years' related military work experience.
Salary Range:
$65,000 - $85,000
Clearance:
Current Secret Clearance is required.
Minimum Qualifications:
Candidates must have a current DoD Secret clearance. Only residents local to Ft. Knox, KY, will be considered. Unable to work with 3rd party candidates or agencies.
Related Experience:
Strong background in Army Human Resources with insight into a wide spectrum of the Army HR community, systems, and processes. Providing superior service to customers as a subject matter expert. Providing training to groups large and small, at multiple venues, on software, eligibility, and/or other aspects of program administration. Contributing to informational materials including writing updates to course POIs, website content, briefings, training materials, and SOPs. Strong interpersonal skills for interacting with all levels of the organization and interfacing with team and customers. Strong problem solving and organizational skills (including the ability to prioritize high-visibility items). Excellent communication/presentation skills and experienced in briefing and presenting to senior government leadership. Providing critical input, communicating, and coordinating with customers, co-workers, programmers, etc., to resolve problems including data issues and data flows.
Job Duties:
Serve as a subject matter expert for GI Bill programs, including MGIB-SR (Chapter 1606) Basic Benefit and Kicker, MGIB-AD (Chapter 30), and the Post-9/11 GI Bill (Chapter 33), covering service member eligibility and transferability. Be familiar with tuition assistance, loan repayment, and other education and incentive programs related to GI Bill eligibility. Review Soldiers and Veterans personnel actions history, personnel systems status/data, and official records to determine eligibility for GI Bill benefits. Utilize RCMS and DMDC systems to initiate eligibility status updates to source USAR, DoD, and VA systems. (Daily) Coordinate with the VA by responding to VA inquiries and/or initiating inquiries with the VA to support GI Bill programs benefit administration and/or resolve issues. (Daily) Review, action, and respond to GI Bill inquiries from Soldiers, Veterans, Unit, Education Office/ESS, USARC, and HRC customers and stakeholders. Provide counseling to Soldiers and Veterans on establishing eligibility and receiving GI Bill benefits. (Daily) Track processing actions and issues and update program status reports for leadership. (weekly) Conduct USAR GI Bill program training on behalf of USARC and HRC for several training courses and stakeholder populations (Unit Administrator course, Career Counselor course, Readiness Divisions, ARCG, Education Offices, etc.) to groups large and small at multiple locations such as ARRTC, RD, Unit/Command HQ, Veterans Affairs Regional Offices, Education Offices, and conferences. (Monthly) Review potential GI Bill recoupment actions, recommend updates, and coordinate certification of recoupment actions through leadership. (Monthly) Educate Unit, Education Office/ESS, and other USARC personnel on using RCMS solutions (including CSMM, eActions/ePAT, RIMS, and Soldier Self-Service) to best support their Soldiers in receiving GI Bill benefits. (As needed) Participate in appropriate meetings and working groups with
VA, OSD, DMDC, HQDA
G1, HRC, USARC, and other service component GI Bill stakeholders. Effectively communicate with stakeholders to articulate matters critical to GI Bill programs. Propose and support process improvements and efficiencies. Document business processes and other relevant management functions and references. (As needed) Provide analysis, recommend courses of action/resolution, and document response and resolution for priority GI Bill program issues and taskers, Congressional inquiries, and special inquiries. Brief and advise HRC and USARC leadership on all relevant laws, regulations, policies, and data issues. (As needed) Keep current on proposed legislative changes to GI Bill programs, other education and incentive programs related to GI Bill eligibility, and associated DoD Instruction (DoDI) and Army regulation changes and effects. Research and analyze law, DoDI, Army regulation, and USAR incentive and education policies and implement accordingly. (As needed) Provide analysis and recommend courses of action/resolution for general GI Bill program issues to HRC and USARC leadership. (As needed) Provide GI Bill program statistics, trends, and ad-hoc analysis to HRC and USARC leadership. (As needed) Update and maintain USAR GI Bill program SOPs, information papers, and guidance documents for HRC and USARC use in supporting Soldiers/Veterans. (As needed) Why Join Tiber Creek AI?
