Code Enforcer/City Manager/Assistant City Manager Hours:

POSITION SUMMARY
The Part-Time Code Enforcement Officer is responsible for assisting the City of Harrington with the enforcement of City ordinances and codes relating to property maintenance, nuisances, zoning, signs, trash and debris, grass and weeds, abandoned or inoperable vehicles, and other quality-of-life matters. The position performs field inspections, investigates complaints, documents violations, communicates with property owners and occupants, issues notices of violation, and conducts follow-up inspections to encourage voluntary compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Conduct routine inspections throughout the City to identify potential violations of City ordinances and codes. Receive, investigate, and respond to complaints regarding possible code violations. Enforce applicable City ordinances relating to property maintenance, high grass and weeds, trash and debris, nuisance conditions, abandoned or inoperable vehicles, signs, zoning, and other assigned matters. Prepare and issue notices of violation, warnings, citations, and other correspondence as authorized by City ordinances and policies. Establish reasonable compliance deadlines consistent with applicable ordinances and City procedures. Conduct follow-up inspections to determine whether violations have been corrected. Maintain organized case files and provide regular updates regarding open and resolved code enforcement cases. Prepare reports, photographs, documentation, and other evidence for enforcement proceedings. Interact with residents and property owners in a professional, courteous, consistent, and impartial manner, including during difficult or contentious situations. Perform other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
The successful candidate should possess: Ability to read, understand, interpret, and consistently apply municipal ordinances, regulations, policies, and procedures. Ability to communicate clearly and professionally, both verbally and in writing. Ability to remain calm, professional, and respectful when dealing with difficult or confrontational situations. Basic computer skills, including email, word processing, electronic recordkeeping, and the ability to learn City software. Ability to work independently, prioritize assignments, and appropriately exercise judgment.
MINIMUM QUALIFICATIONS
High school diploma or GED required. Valid driver's license with an acceptable driving record. Ability to successfully complete any background screening and drug screening required by the City.
PHYSICAL AND WORKING CONDITIONS
The position requires a combination of office and field work. The employee must be able to: Drive throughout the City to conduct inspections. Occasionally stand or walk for extended periods. WORK SCHEDULE
This is a part-time position . The work schedule will be established by the City based on operational needs. Some flexibility in scheduling may be required to conduct inspections or address code enforcement matters that cannot reasonably be handled during regular business hours. SENSORY (ADA)
