About the Role Under the direction of the Director - Dog Warden, the Shelter Manager provides day-to-day leadership and operational oversight of the County dog shelter and operations. This position is responsible for supervising shelter staff and volunteers, ensuring the humane care and welfare of all dogs housed at the shelter, maintaining a safe and sanitary facility, and supporting shelter operations in accordance with Ohio Revised Code, County policies, animal welfare standards, and accepted veterinary and shelter management practices. The Manager of Shelter Operations oversees daily shelter operations, animal intake and evaluation, medical care, adoption readiness, inventory management, staff training, and public interactions while promoting a safe, professional, and compassionate environment for employees, volunteers, visitors, and animals. All duties are performed in accordance with applicable federal and state laws, Ohio Revised Code, County policies and core values, safety regulations, and department procedures.

• Supervise and coordinate the daily operation of the County Dog Shelter to ensure the humane care, health, and safety of all animals.
• Oversee animal intake procedures, including identification, documentation, weighing, microchip scanning, vaccination records, and physical assessments.
• Monitor animal health and behavior; identify signs of illness, injury, stress, or disease and coordinate appropriate treatment.
• Ensure proper feeding, watering, exercise, enrichment, grooming, and daily husbandry practices.
• Participate in and oversee behavioral assessments, temperament evaluations, and resource guarding evaluations to assist with adoption, rescue placement, or other disposition decisions.
• Ensure compliance with established shelter protocols for sanitation, disease prevention, isolation, and infection control.
• Administer or oversee the administration of medications, vaccinations, and basic medical treatments as directed by a veterinarian or authorized protocols.
•  Perform euthanasia in accordance with Ohio law, accepted humane practices, and department policy following certification requirements. Personnel Leadership & Workforce Management
• Supervise, schedule, train, coach, and evaluate shelter personnel and.
• Assign daily work activities and monitor performance to ensure operational efficiency and quality animal care.
• Assist the Dog Warden with employee development, disciplinary actions, and enforcement of departmental policies and procedures.

• Assist in recruiting, onboarding, and training new shelter staff and.
• Ability to complete all Shelter Operations tasks in the event the Dog Warden is unavailable. Shelter Safety, Sanitation & Facility Management
• Ensure the shelter, shelter, cages, equipment, and work areas are maintained in a clean, safe, sanitary, and organized condition.
• Oversee proper cleaning, disinfecting, maintenance, and repair of shelter, cages, runs, equipment, and related facilities.
• Monitor compliance with workplace safety standards, infection control procedures, and County safety policies.
• Maintain inventories of food, cleaning supplies, medical supplies, pharmaceuticals, and shelter equipment; coordinate purchasing and restocking as needed.
• Maintain controlled substance inventories and required documentation in accordance with applicable regulations. Animal Health & Medical Support
• Assist with diagnostic testing and treatment procedures including parasite screening, infectious disease testing, heartworm testing, Lyme disease testing, vaccinations, as authorized.
• Coordinate veterinary care and communicate with veterinarians regarding treatment plans and medical concerns.
• Maintain accurate medical records and treatment documentation for all animals. Administrative & Public Service
• Maintain accurate shelter records, medical files, inventory records, controlled drug logs, and operational reports.
• Assist with shelter adoptions, dog licensing, reunification efforts, rescue coordination, and public education initiatives.
• Respond professionally to inquiries from the public regarding animal care, adoptions, shelter policies, and available services.
• Support shelter outreach events, marketing efforts, volunteer programs, and community engagement activities. Coordination & Communication
• Assist Deputy Dog Wardens with animal-related calls and investigations as assigned.
• Communicate operational needs, animal welfare concerns, staffing issues, and facility maintenance needs to the Dog Warden.
• Recognize emergency or potentially dangerous situations involving animals or the public and respond appropriately.
• Coordinate with veterinary providers, rescue organizations, law enforcement, and other agencies as necessary. Minimum Qualifications
• Associate degree from an accredited college or university in animal science, criminal justice, law enforcement, veterinary technology, business or a closely related field, bachelor degree preferred.
• Minimum of five (5) years of experience in animal control or shelter operations.
• Two (2) to five (5) years of supervisory or lead experience.
• Ability to obtain Ohio Euthanasia Technician Certification within two (2) months of hire or at the first available training opportunity.
