The City of Whitehouse is seeking a full-time Neighborhood Services Officer assigned to the Whitehouse Police Department. This civilian position combines code enforcement, animal control, neighborhood services, and other non-emergency public safety support functions. The officer works directly with residents, property owners, businesses, City departments, law enforcement personnel, animal-service organizations, and community partners. The position independently manages complaints and cases from initial response through follow-up and resolution, emphasizing education and voluntary compliance when practical. The ideal candidate will be community-oriented, dependable, organized, adaptable, and able to communicate professionally while managing multiple responsibilities. Essential Duties and Responsibilities Respond to, investigate, document, and follow up on City ordinance, neighborhood, animal-control, and other assigned complaints. Conduct proactive patrols and inspections to identify ordinance violations, public nuisances, illegal dumping, overgrown properties, junk or abandoned vehicles, and related concerns. Work with residents, property owners, tenants, and businesses to explain City requirements and obtain voluntary compliance whenever practical. Manage assigned cases from initial complaint through final resolution, including documentation, photographs, notices, follow-up inspections, corrective actions, citations, reports, and other enforcement activity. Maintain accurate records and prepare weekly activity reports documenting significant code-enforcement, animal-control, and neighborhood-services activity. Testify in court regarding citations, investigations, and enforcement actions when required. Coordinate with Police Department personnel, other City departments, emergency services, shelters, veterinary providers, foster/rescue organizations, and other outside agencies. Provide approved non-emergency Police Department support, including lobby reports and fingerprinting services. Safely operate assigned vehicles, radios, computers, animal-control equipment, and other department equipment. Attend required training, maintain applicable certifications and registrations, and perform other duties as assigned. Animal Control Responsibilities Respond to calls involving stray, loose, injured, aggressive, abandoned, deceased, or other animals requiring assistance. Safely and humanely capture, restrain, handle, transport, release, or arrange placement of animals as appropriate. Identify and contact owners when possible and coordinate with shelters, veterinary facilities, foster groups, rescue organizations, and other animal-service partners. Investigate animal-related ordinance violations, animal bites, and potential rabies-related incidents and maintain appropriate documentation. Safely dispose of deceased animals from public property when required. Minimum Qualifications Must be at least 18 years of age and possess a high school diploma or equivalent. Must possess and maintain a valid Texas driver's license with an acceptable driving record. Strong written and verbal communication skills and the ability to prepare accurate reports are required. Must be able to work independently, prioritize calls, manage multiple cases, and complete appropriate follow-up. Experience in code enforcement, animal control, municipal government, law enforcement support, or a related field is preferred. Must successfully complete required pre-employment screening and meet City employment standards. Training, Registration, and Certification The selected applicant must obtain and maintain required Texas Animal Control Officer training and continuing education, along with appropriate Texas Department of Licensing and Regulation registration as a Code Enforcement Officer or Code Enforcement Officer in Training. The employee must also complete department-required and other specialized training applicable to assigned duties. Knowledge, Skills, and Abilities Ability to learn, interpret, and apply City ordinances, departmental policies, and applicable laws and regulations. Ability to communicate professionally with the public, coworkers, businesses, and outside agencies, including during difficult or confrontational situations. Ability to conduct and document investigations using reports, photographs, electronic records, and other evidence. Ability to safely and humanely handle animals using appropriate equipment and procedures while maintaining productive working relationships with community partners. Work Conditions and Physical Requirements This position requires regular fieldwork, driving, inspections, animal handling, and work in varying weather and environmental conditions. Regular public contact may include difficult, emotional, unsanitary, or potentially hazardous situations. Occasional response outside normal working hours may be required. Applicants must be able to safely perform the physical duties of the position, including standing, walking, sitting, bending, stooping, climbing, crouching, working on uneven terrain, and safely capturing, restraining, loading, and transporting animals with appropriate equipment or assistance, with or without reasonable accommodation. Salary & Benefits Starting salary: $48,375.39, DOQ.
