Job Description
The Iowa Judicial Branch seeks internal applicants for Juvenile Court Officer (JCO) regional training position to provide Juvenile Court Services (JCS) on a broad range of matters pertaining to youth casework in the Iowa Judicial Branch courts. This position will provide support to District 1A and District 6. The JCO acts as the subject matter expert (SME) to augment supervisors with statewide and regional JCS training needs. This position will use institutional knowledge to design, deliver, evaluate, and report on training and onboarding programs for JCS staff statewide and regionally. This position provides evidence-based and competency-based training in in-person, virtual, and hybrid formats for employees, internal partners, and external stakeholders. The JCO implements the statewide JCS Blueprint for Onboarding and Professional Development. This position will use knowledge to align training content with JCS priorities, Iowa Code, policies and procedures, casework expectations, and professional development goals. The position is a resource to provide regional and cross-region training, coaching, mentoring, onboarding assistance, and individualized support, as requested, to enhance training quality. The JCO collaborates with district leadership, Judicial Branch Education and Development, Training and Governance (TAG), SMEs, committees, workgroups, and stakeholders to develop and update training materials, onboarding tools, policy resources, and supplemental guides. This position also supports governance activities as a SME in key JCS evidence-based practice areas. The JCO supports continuous quality improvement by using surveys, feedback, assessments, and other tools to revise content and training delivery effectiveness, analyze training reports, track participation, and support training events. The pay range for this position is $30.59 - $48.87 per hour. This is a contract-covered, FLSA non-exempt position. The starting salary for new state employees is expected to be at the base of the pay range. Adjustments may be made if the successful candidate has relevant experience. Summary Provide Juvenile Court Services on a broad range of matters pertaining to youth in the Iowa Judicial Branch courts. Examples of Duties and Responsibilities Provide Juvenile Court Services in compliance with the law, and with the rules, directives, and procedures of the Iowa Judicial Branch and the judicial district. Execute Juvenile Court Services casework, including taking youth into custody, supervising youth on informal or formal probation, conducting investigations, determining and supervising out-of-home placement, and other casework standards. Exercise safe, efficient, equitable, and evidence-based practices in casework and decision-making. Document case management and maintain accurate records that meet reporting requirements and deadlines. Collaborate with internal and external agencies and communities for effective solutions and resources. Implement efficient use of resources and budgets. Other duties as assigned. Knowledge, Skills, and Abilities Knowledge of the Iowa Juvenile Court legal system and the Iowa Code as it pertains to juvenile delinquency. Knowledge of the organization, functions, responsibilities, and procedures of juvenile court services. Knowledge of community-based and statewide resources. Interpersonal skills. The incumbent must meet the minimum requirements to qualify for the position. Bachelor's degree in law, criminal justice, criminology, psychology, sociology, education, or related social science. Completed training requirements set by the Iowa Supreme Court. Preferred Qualifications Five (5) years of experience as a Juvenile Court Officer. Experience with curriculum development and instructional design for training. Experience providing adult education, instructional delivery, or presenting materials. Demonstrated experience using technology, computer applications, and digital tools to support training and professional development. Demonstrated experience communicating clearly and effectively through written materials, presentations, facilitation, and stakeholder engagement.
