In an assigned Judicial District, this class is accountable for managing the staff and operations of prisoner transportation, court security and detention and control of prisoners in multiple Judicial locations.

Receives administrative direction from the Administrative Judge, designee or other employee of higher grade.

Manages a staff of Marshals in an assigned Judicial District.
EXAMPLES OF DUTIES
Manages all aspects of operations involving court security, prisoner transportation and detention and control of prisoners in custody; assists in staffing needs assessment and budget development; in consultation with Superior Court central office management, develops, recommends, and implements related goals, operational policies, procedures and practices; provides guidance and direction to staff supervisors with regard to Judicial Branch, division and unit policies and procedures; recommends new programs; assists with the development of staff training programs; generates and reviews security and operational reports; directs inspections and systematic checks of security features in relation to equipment and facilities; inspects operations for compliance with rules and regulations; inspects facilities to ensure proper security safeguards, maintenance and sanitation; may review procedures to determine compliance with laws and regulations governing custody and control of prisoners; conducts performance evaluations; establishes post assignments for all staff; performs periodic reviews of post assignments and provides assistance to staff in the resolution of staffing problems; in accordance with established Superior Court policies and procedures, assists with recruitment of staff; represents the judicial district in disciplinary and other labor relations proceedings in accordance with established Superior Court policies and procedures; maintains contacts with individuals both within and outside of the Branch who might impact on related activities; ensures that all staff display appropriate attitude and behavior toward employees and the public; participates in crisis intervention as needed and may assist staff in quelling disturbances and physically restraining individuals; reviews time and attendance records and reports; investigates and responds to staff and client complaints; may serve on statewide committees; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, AND ABILITY
Considerable knowledge of custody, security and control measures and techniques of maintaining discipline for incarcerated individuals; considerable knowledge of relevant state and federal laws; knowledge of and ability to apply management principles and techniques; knowledge of relevant agency policies and procedures; considerable interpersonal skills; considerable oral and written communication skills; computer skills; considerable ability to analyze emergency situations and develop effective courses of action.
EXPERIENCE AND TRAINING
General Experience:
Eight years of experience as a Special Deputy Sheriff or Judicial Marshal or other related work involving court security, prisoner transportation/control and custody, law enforcement, corrections, parole or probation.
Special Experience:
Three years of the General Experience must have been in a lead or supervisory capacity.
Substitutions Allowed:
1) College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in a related field or a law degree may be substituted for one additional year of the General Experience.
CHARACTER REQUIREMENT
In addition to the checking of references and facts stated in the application, a thorough background investigation, including criminal record check, will be conducted for each candidate.
PHYSICAL REQUIREMENT
Candidates must be in good health; have and retain sufficient physical strength, stamina, agility, visual and auditory acuity to perform the duties of the class. Applicants may be required to pass a physical examination.
SPECIAL REQUIREMENTS
1) Candidates must possess a high school diploma or General Educational Development (GED) certification. 2) Candidates may be required to possess and maintain a Connecticut Commercial Driver's License during employment in this class. 3) In accordance with Judicial Branch Policy, incumbents are forbidden to have firearms while engaged in the performance of Judicial Branch duties.
