DEFINITION OF CLASS
This is clerical and technical work involving the performance of a variety of office related tasks. There is considerable public contact at the lobby window and over the phone regarding questions / complaints from the public, oftentimes involving persons who are upset or antagonistic. Employee receives general instructions for the work to be performed, but most aspects of the work are guided by specific operating standards or procedures. Job related duties include coding, filing, researching, and compiling data in addition to routine clerical duties under the supervision of the Police Lieutenant-Special Services Section. At times, independent judgment is necessary. Some over-time work required. This is a non-sworn position. This is a safety-sensitive position and will require periodic and unannounced drug testing.
ESSENTIAL DUTIES PERFORMED
Effectively organizes and prioritizes multiple assignments and tasks; Assists with the establishment and maintenance of departmental filing systems including all pertinent records, reports, correspondence and other documents; Performs data entry accurately and timely of various reports such as incident, traffic accident, arrests, citations and calls for service in the agency's Records Management System (RMS); Provides information to the Patrol Division regarding Tennessee Incident Based Reporting System (TIBRS); Codes and verifies statistical and other records for accuracy and completeness according to State of Tennessee and department standards; Types letters, memos, reports and other similar documents from longhand, voice recordings and typed or printed copy where knowledge of format and presentation is necessary; Composes letters and memos to individuals requesting general information for supervisor's signature; Routes messages, correspondence, and other materials within the organization and ensures that such materials are distributed in a timely manner; Places local and long distance telephone calls; receives and refers telephone calls and visitors to the appropriate destination; Provides information and assists the public in answering questions relating to public safety issues; Processes requests for reports, receives receipts and accounts for all fees received on a daily basis; Balances daily receipts with cash drawer; Receives and screens office visitors and telephone calls; Provides general information to employees and visitors; Receives and processes daily paperwork; Analyzes data and prepares appropriate reports as required and assists in the preparation of periodic and special reports; Processes and logs accident and ticket records and processes and logs arrests when needed; Performs local criminal history research, compiles and updates records and updates records subsequent to court citations; Assists with receiving, directing and resolving citizen inquiries and complaints; Assists with General Sessions Court and Municipal Court operations and performs the essential duties of the Police Court Clerk when needed; Handles confidential or sensitive information in an appropriate manner. Operates standard office machines, including copy machine and the use of word processing equipment; Must report to work as scheduled and on time; demonstrating regular and predictable attendance; Performs other duties as apparent or assigned. Provides appropriate information to police agencies, insurance carriers, federal government personnel, armed forces personnel and the public; Notifies persons of the date, time and location of various meetings; Processes and logs personal inventory and equipment for the police department and staff; Attends training, conferences, and seminars as required by the department and city; Serves as a member of various employee teams as necessary:
MINIMUM EDUCATION REQUIREMENTS
High School graduate or GED and some clerical or stenographic experience; Related education and experience may be substituted on an equal basis.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of standard office practices, procedures and equipment; Thorough knowledge of business English, spelling and arithmetic; Thorough knowledge of modern record keeping procedures and practices including requisite knowledge of police forms, terminology and records; Thorough knowledge of departmental programs, policies and procedures; Thorough knowledge of Microsoft Word processing software; as well as Microsoft Excel spreadsheet software; Ability to perform a considerable volume of detailed record work, maintain files and perform data entry activities at a reasonable rate of speed (minimum 40 WPM); Ability to operate general office equipment and understand and follow instructions in both oral and written form; Ability to establish and maintain effective working relationships with co-workers, law enforcement personnel, and the public; Ability to learn and apply technical statistical coding as determined by the National Incident Based Reporting System and Tennessee Incident Based Reporting System; Ability to effectively prioritize and organize all job related duties and meet all established deadlines and reporting requirements; Ability to perform job related duties in an accurate and thorough manner in spite of numerous interruptions and effectively utilize all available resources required to perform multiple job related tasks; Ability to make timely and appropriate decisions in response to situations encountered on the job and ensure compliance with departmental operating policies and procedures; Ability to operate the following types of office equipment: computer, printer, typewriter, calculator, microcassette-transcriber, copier, telephone, fax machine and other modern office equipment; Composes letters and memos to individuals regarding court-related issues; Collects fines and issues receipts; Answers court-related telephone calls providing general and specific information to defendants on the various options available to them; Compiles docket for both City and General Sessions Court. Ability to render credible testimony in a court of law. Ability to get along with members of the public and the department. Ability to subordinate personal preferences to the orders of management;
SPECIAL REQUIREMENTS
Possession of a valid State of Tennessee driver's license at the time of appointment and a driving record acceptable to the City's risk management policy; No felony convictions; Must be a U.S. citizen; No misdemeanor offenses for malfeasance, theft or dishonesty; Must be able to pass a thorough criminal history back-ground check to include a test used for the detection of deception. Must be able to obtain Notary Public
PHYSICAL DEMANDS
While performing the duties of the job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk, stand, bend, stoop; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee is subject to standing for extended periods of time during court sessions. The employee must occasionally lift or carry up to 25 pounds and push or pull up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus; hearing of normal tones; ability to distinguish smell; ability to distinguish temperatures by touch and proximity.

The noise level in the work environment is usually quiet and takes place in an office environment.
