Position Summary & Responsibilities Position Summary:

The primary mission of this position is to protect and serve the public members of Kansas, the secondary mission is to foster change in the resident population through appropriate behavior modeling, problem solving, communication skills and work ethics. This position serves a critical role in the overall operations of the facility by providing immediate supervision to all levels of the resident population during a routine shift and resolving problems or responding to emergencies within the compound in a judicious, expedient manner with the goal of creating a safe living and working environment. Ultimately the goal is to modify the incarcerated resident behavior to acceptable levels so that they may eventually, if judged appropriate by the laws of Kansas, re-enter society and become productive members that no longer prey on others. This position also serves as a primary level supervisory position for the facility and as such is tasked with evaluating subordinate staff performance, correcting inappropriate behavior and training staff on performance standards, as well as act as a role model for all staff. The incumbent is tasked with the development of the KDOC's future leaders Job Responsibilities may include but are not limited to the following: Works under the general direction of the Warden of Topeka Correctional Facility, responsible for the planning, programming, coordinating, supervising, and directing of certain staff departments and activities which provide resident services. Incumbent is a member of the Institutional Management Team, responsible for the implementation and interpretation of policies and procedures and for formulation, promulgation and subsequent interpretation of internal policies, procedures and guidelines germane to incumbent's sphere of direction and control. Manages time effectively in planning, organizing, supervising and evaluating security operations for all units. Inspects physical plant and evaluates for security defects. Review reports of inspections conducted by other security personnel and initiates action as necessary to correct discrepancies found. Plans, organizes, directs, reviews, develops and implements orders, directives, policies and procedures concerning security operations including, but not limited to facility general orders, post orders and contingency plans. Ensures compliance with established policy by all subordinate staff. Recommends and/or initiates corrective action when deviations are discovered. Performs as a member of the emergency management team for the facility. In that capacity, incumbent supervises the development, implementation and updates to the facility emergency plans. Supervises staff that plan and initiate emergency drills to ensure facility readiness in times of emergency. Manages and may conduct formal and informal training for security staff. Ensures that security staff is familiar with security policies. Supervises the maintenance of security personnel rosters in accordance with direction of the Warden. Ensures deviation from the established roster occurs only when the security of the facility would be adversely affected. Evaluates subordinates, employees, and administers the evaluation process in a fair and equitable manner. Ensures the evaluations are accomplished in accordance with established rules and regulations. Counsels and advises subordinates employees as to their job performance. Initiates and/or recommends corrective action when necessary. Investigates causes of resident tension and attitudes and instructs subordinate staff on methods of dealing with potential problem situations. Advises and keeps the Warden apprised of potential problem areas. Other duties as assigned

Qualifications Minimum Qualifications :

Applicant must have at least seven (7) years of total relevant experience. The seven years must meet the following requirements: At least four (4) years of experience in criminal justice, social sciences, behavioral sciences, public administration, or a closely related field; and At least three (3) years of direct experience working in the field of corrections. Experience in the field of corrections may include, but is not limited to: Adult or juvenile correctional facility operations Correctional security/custody Community corrections Probation or parole Correctional case management Reentry or offender/resident supervision Correctional investigations or intelligence Correctional programs or treatment services Correctional administration or facility management, etc. Of the three (3) years of corrections experience, at least one (1) year must include supervisory and/or administrative/management experience. Additional relevant experience may be substituted as determined appropriate by the agency.

Preferred Qualifications :

Incumbent must possess good overall physical and mental condition consistent with unassisted ability to perform, with or without reasonable accommodation, all statutorily defined activities, duties, and Essential Functions of managers/administrators. Thorough knowledge of factors which produce crime, and attitudes, problems and behavior of residents who are restrained in a correctional setting. Thorough knowledge of modern correctional methods, principles & practices. Comprehensive knowledge of principles & practices of correctional programs, security and support operations. The ability to interact with co-workers, subordinate staff and residents to establish and maintain effective working relationships; ability to interpret and apply regulations, policies and procedures of the KDOC and general orders of the facility; strong writing skills; ability to develop and implement complex administrative procedures and operations and utilize computer software applications in evaluating their effectiveness and efficiency; and the ability to think and act quickly during an emergency. Ability to use physical force as warranted to subdue violent subjects. Ability to manage multiple tasks and prioritize changing workloads.

Post-Offer, Pre-employment Requirements :

Candidate must pass a criminal background check and be free of any felony convictions. Must be free of misdemeanor convictions involving domestic battery, as an adult. Candidate must consent and pass a Drug Screen. Upon offer of employment, the selected candidate must obtain a valid Kansas Certificate of Tax Clearance within 10 days of the job offer. The certificate can be obtained by accessing the Kansas Department of Revenue's website. A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual's account is compliant with all primary Kansas Tax Laws. A Tax Clearance expires every 90 days. If an individual who has been offered employment cannot provide proof of a tax clearance certificate, the individual will be required to enter into a payment plan with KDOR and remain current on such payment plan or make other arrangements with KDOR to achieve the tax clearance required under Executive Order 2004-03.
