Correctional Health / Substance Use Disorder Services Monday to Friday 9am-5pm at Southwood Prison Basic Functions The Statewide Program Director provides statewide leadership, oversight, and coordination for all contracted substance use disorder programs and psycho educational services delivered across DOC institutions. This position manages statewide implementation of the SUD program model, ensures adherence to Core Program Standards, supervises regional and institutional staff, oversees compliance and quality assurance activities, maintains communication with the Statewide Contract Manager, and ensures that all program components meet contractual, regulatory, and institutional requirements. Essential Functions Program Oversight and Implementation Oversee statewide delivery of SUD program services, psycho educational programming, assessments, and all contractual obligations in accordance with the DOC Scope of Work. Ensure fidelity to the SUD program model, including assessment requirements, group delivery standards, staff ratios, progression criteria, and documentation. Coordinate program operations across South Woods State Prison, Edna Mahan Correctional Facility, and all facilities receiving psycho educational services. Maintain a full time presence in the DOC provided statewide office Monday through Friday from 9:00 a.m. to 5:00 p.m. as required. Staff Supervision and Workforce Management Provide direct supervision to regional supervisors and administrative staff assigned to the statewide office. Oversee recruitment, hiring, onboarding, retention efforts, and performance evaluations for program staff across all facilities. Ensure all staff meet or exceed qualifications outlined in Appendix A, including experience with justice involved populations. Confirm compliance with DOC required trainings including PREA, NUST, DOC orientation, clinical documentation training, and annual competency requirements. Monitor bilingual staffing requirements and ensure mandated placements at Edna Mahan and South Woods. Program Compliance, Audits, and Quality Assurance Lead statewide contract compliance functions including internal monitoring, performance evaluation, and submission of reports to the SCM. Oversee preparation for DOC audits, clinical file reviews, on site monitoring, and any additional reviews required by DOC or state oversight bodies. Ensure reporting accuracy and timely submission of all weekly, monthly, quarterly, and annual deliverables including population sheets, staffing updates, program summaries, discharge data, and narrative reports. Identify areas of compromised model adherence and notify the SCM promptly with recommendations for resolution. Data Management and Documentation Oversight Ensure that documentation meets state and federal confidentiality laws including HIPAA and 42 C.F.R. Part 2. Oversee the proper use of DOC electronic systems including Centricity and iTAG and ensure staff competency in required documentation processes. Review data for trends, inconsistencies, and areas requiring improvement. Interagency Coordination and Communication Serve as the primary point of contact with the Statewide Contract Manager on all system wide matters. Coordinate with facility administrators, OSAPAS personnel, custody staff, and multidisciplinary teams to ensure smooth program operation. Maintain professional communication channels across institutions, ensuring prompt response to operational issues, grievances, staffing concerns, and system adjustments. Training and Professional Development Oversee annual external expert onsite training sessions required at each facility. Develop and implement professional development plans for unlicensed staff in alignment with credentialing requirements. Ensure training documentation is maintained and available for review by the SCM. Research and Policy Development Coordinate DOC approved research activities and ensure informed consent processes comply with DOC, HIPAA, and federal confidentiality standards. Participate in the development of enhanced training strategies, pilot projects, and program improvements as directed by the SCM. Oversee the creation, implementation, and uniformity of statewide policies and procedures consistent with DOC and Core Program Standards. Qualifications Education and Experience Master's degree in social work, counseling, psychology, marriage and family therapy, or a related behavioral health field. Minimum of three to five years of supervisory experience overseeing clinical staff in behavioral health or substance use treatment programs. At least one year of experience working with a criminal justice population, as required in Appendix A. Demonstrated experience delivering or supervising evidence based SUD treatment, structured group models, TCU assessments, and psycho educational curricula. Experience working with justice involved individuals, criminogenic needs, reentry challenges, and correctional systems. Sobriety Requirement Maryville requires employees in recovery to maintain a minimum of two years of continuous sobriety. Licensure and Certification 1. Current New Jersey state licensure in at least one of the following:

• Psychologist with at least 5 years of experience in addiction services and 2 years of experience in a supervisory capacity
• LCSW with at least 5 years of experience in addiction services and 2 years of experience in a supervisory capacity
• LPC with at least 5 years of experience in addiction services and 2 years of experience in a supervisory capacity
• LCADC with at least 5 years of experience in addiction services and 2 years of experience in a supervisory capacity
• Physician with 2 years of experience in a supervisory capacity in addiction services and certified by the American Society of Addiction Medicine or a board certified psychiatrist
• Advanced practice nurse with at least 5 years of experience in addiction services and 2 years of experience in a supervisory capacity
• Doctoral degree in human services, mental health, or social work with at least 2 years of experience in a supervisory capacity
• Certification in substance use disorder treatment or equivalent experience strongly preferred.

2. Ability to maintain all credentials in good standing throughout employment. 3. Successful completion and maintenance of DOC security clearance and identification requirements. Knowledge, Skills, and Abilities Extensive knowledge of SUD treatment models, evidence based practices, relapse prevention, and assessment tools including TCU instruments. Knowledge of correctional systems, custody operations, DOC policies, and institutional communication protocols. Knowledge of all applicable regulations including

HIPAA, 42 C.F.R.

Part 2, PREA, and Core Program Standards. Skill in staff supervision, performance evaluation, workforce development, and interdisciplinary collaboration. Strong analytical skills to evaluate program data, performance measures, and quality trends. Ability to establish and maintain effective working relationships with DOC administrators, custody staff, and multidisciplinary teams. Ability to respond to high pressure operational demands, shifting priorities, and institutional constraints. Excellent written and verbal communication skills suitable for internal reporting and external coordination. Ability to manage statewide schedules, monitor fidelity across sites, and ensure consistent program implementation. Physical Requirements Ability to travel to multiple DOC facilities across New Jersey as required. Ability to sit, stand, and walk within secure correctional environments for extended periods. Ability to lift, carry, and transport training materials, manuals, and equipment up to 20 pounds. Ability to pass DOC medical and security requirements for institutional access. Ability to navigate facility movement processes and respond to institutional constraints or disruptions.
