Job Description

NATURE OF WORK
This classification involves receiving, controlling, and releasing evidence and other property collected by the City's Police Department. An employee in this position labels, stores, and transports evidence; releases evidence for court or testifies during court proceedings; and returns, disposes, and/or destroys property pursuant to state statutes. This position also maintains correspondence with victims and maintains related records.
ESSENTIAL JOB FUNCTIONS
Takes custody of and is responsible for safekeeping of all money, property, and other valuables, including automobiles, bicycles, etc., as well as small items, that comes into the hands of the Police Department as evidence, by confiscation, or by recovery of lost and stolen articles. Prepares a record of articles received including a description of the article, the name of the person to whom it belongs, the person on the police force from whom it was received, and for what purpose it is being retained. Accepts, properly labels, and stores found property and evidence within the property room. Maintains constant integrity of evidence and property received. Issues property being retained as evidence to proper officer at time of trial and receives receipt; testifies during court proceedings relative to evidence which is received and held for trial by the Property/Evidence Section. Maintains correspondence with owners/victims of property being held. Releases recovered lost and stolen property to the proper owners upon proof of their ownership and after receiving receipt; maintains disposition records. Operates a motor vehicle as required to transfer items. Disposes of nonessential properties pursuant to existing laws, policies, and procedures. Orders and requisitions supplies through established department procedures. Performs related work as required.
EDUCATION
Graduation from an accredited high school, or G.E.D. equivalent.
EXPERIENCE AND TRAINING
Reasonable work experience within an inventory control setting (includes categorizing, inventory, receiving/issuing/reconciliation of property, warehousing, quality control, storage, inventory planning, and bar coding). Prior law enforcement knowledge and/or experience are desirable.
NECESSARY SPECIAL QUALIFICATIONS
Must possess a valid driver's license with an acceptable driving record. Must obtain a valid Florida driver's license prior to hire.
PHYSICAL REQUIREMENTS
Work Environment Work is performed primarily in the field with moderate exposure to risk of injury or physical harm in fingerprinting criminals and cadavers. Exposure to hazardous conditions includes but is not limited to inclement weather, exposure to blood borne pathogens, varying temperatures, and/or other adverse conditions. Physical Ability to climb, to work at elevated heights, lift and carry portable generators and investigative equipment. Ability to walk, stand and sit for prolonged periods of time. Ability to physically manipulate cadavers as required to process evidence. Ability to effectively operate a mid-size motor vehicle/van and mobile crime laboratory. Sensory The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of inventory, auditing, receiving, and issuance of supplies. Knowledge of the proper policies and procedures for handling and storing evidence and property. Knowledge of basic law enforcement. Knowledge of modern office practices and procedures. Skill in the use of modern office equipment. Skill in using Office and department software. Ability to maintain confidentiality. Ability to prioritize work assignments. Ability to communicate effectively with persons of diverse backgrounds. Ability to compile and maintain accurate records. Ability to operate a City motor vehicle skillfully and safely. Ability to understand verbal and written instructions. Ability to maintain property central records in accordance with department standard operating procedures. Ability to establish and maintain an effective working relationship with officers, other employees, and the general public. Ability to perform mathematical computations with speed and accuracy.
