Job Description
GENERAL DESCRIPTION
The Wyoming Department of Corrections is seeking an Intelligence Analyst to provide a variety of investigative support and assistance to outside law enforcement agencies, including the Wyoming Division of Criminal Investigation (DCI) and investigators of the WDOC Investigative Services Unit, including Title III and pen register investigative support. Responsible for collecting, analyzing, correlating, reporting, and storing criminal intelligence information, pursuant to 28 CFR, Part 23, and state statutes. FUNCTIONS
The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. Manages the database in accordance with Title 28 US Code, Part 23, which involves the requirements for intelligence file creation, retention, dissemination and purging. Monitors and continually updates information in the system. Use case management systems and other law enforcement tools to record, develop, organize, and maintain threat information to mitigate risks and threats against the WDOC and the citizens of the State of Wyoming. Conduct background research on criminals or suspected criminals under investigation. Conduct detailed research and analysis of confidential intelligence and investigative information relating to law enforcement operations and programs. Process oral and written requests from local, state, federal and out-of-state law enforcement agencies to conduct file checks, background checks and other inquiries. Work cooperatively and jointly with Division of Criminal Investigation field offices and other law enforcement agencies. Keep abreast of criminal justice system practices as they relate to intelligence concepts and methods and Wyoming Statutes affecting work-related activities. Confer with personnel from local, state, federal and out-of-state law enforcement agencies to obtain evidence concerning criminal activity. Write reports to permanently record information involving criminal activity. Collect, analyze and interpret statistical data and prepare charts and exhibits, flow charts, and court and grand jury exhibit preparations. Request, review and disseminate criminal history information on individuals for Special Agents. Assist in trial preparation. Conduct training for fraud awareness. Manage confidential informants' files, criminal intelligence, assistance requests databases; and create or update biographical data forms. Maintain accurate and complete files. Coordinate with law enforcement partners in open-source information sharingPREFERENCES
Preference will be given to those with a Bachelor's degree in Computer Science, Data Science, Information Systems, Statistics, Business Administration, or other related fields. Preference will be given to those with experience as a crime researcher, investigator, or crime analyst working with data related to public safety (corrections, law enforcement, court). Preference will be given to those with the ability to communicate effectively both orally and in writing; accurately analyze data; and make clear, concise, and actionable presentations or graphics. Open Source Intelligence (OSINT) collection and analysis experience is preferred.KNOWLEDGE
Knowledge of research and data gathering techniques. Knowledge of social media ecosystems Knowledge of state and federal laws and procedures specific to receiving, storing, and disseminating criminal intelligence. Concepts and current practices of the civil and criminal justice system. Knowledge of types of crimes and modus operandi associated with drug crimes, organized crime and major conspiracies. Knowledge of data entry and collection and data reporting systems. Knowledge of computer software databases and Division of Criminal Investigation's files and databases for criminal intelligence within the Wyoming Law Enforcement Information Network. Skill in researching, accessing, inputting, and retrieving data elements by utilizing computers and analyzing criminal intelligence. Skill in oral and written communication. Skill in intelligence report writing, preparing link analysis, event flow analysis, and activity charting. Skill in collection, analysis, utilization and interpretation of data pertaining to records management. Skill in decision-making in regard to the value of specific records. Ability to interpret and clearly communicate policies and procedures and statutory mandates to various criminal justice agencies. Ability to produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar. Ability to think analytically and interpret data in a variety of records systems. Ability to read, analyze, interpret, and evaluate research findings and recommendationsMINIMUM QUALIFICATIONS

Physical requirements include lifting up to 20 pounds without assistance. May have to strike or punch with both arms on an occasional basis. Standing regularly, talking/hearing regularly.
