Job Description

The U.S. Secret Service is seeking a results driven Criminal Investigator to help lead one of the most dynamic protective operations missions in federal service. This senior executive position plays a critical role in shaping the strategy, design, and implementation of advanced protective security measures for the physical protection of designated protectees, facilities, and National Special Security Events.
Qualifications:
Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution. TECHNICAL QUALIFICATIONS
(TQ) : Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ-1: Expert knowledge and demonstrated executive level experience in planning, managing, organizing, and coordinating personal security and protection, comparable to that provided for the President and Vice President of the United States, in accordance with federal laws, rules, regulations, procedures, and techniques. TQ-2: Expert knowledge and demonstrated executive level experience in directing, planning, and conducting risk analysis and assessments, budgeting, and cost analysis for complex personal protective operations, comparable to National Special Security Events. TQ-3: Demonstrated skill and executive level experience in establishing and maintaining liaison with high level Federal, state, and local officials, representatives of foreign governments, and other Federal law enforcement agencies and private sectors experts in the coordination of extensive protective security plans for high-ranking officials.
EXECUTIVE CORE QUALIFICATIONS
(ECQ): In addition to the TQ requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding
  • This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency
  • This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence
  • This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People
  • This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results
  • This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Selective Placement Factor:
In addition to the minimum qualifications described above, you must meet the following requirement to be considered qualified for the position: Completion of the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC).
Note:
If you are a member of the SES or have been certified through successful participation in an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. General Medical Requirements:
As determined by OPM, the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbows, shoulders, hips and knee joints is required. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily. There are specific medical requirements for this position and any chronic disease or condition affecting the respiratory, cardiovascular, gastrointestinal, musculoskeletal, digestive, nervous, endocrine, lymphatic, nervous, genitourinary and other systems that would impair full performance of the duties of the position may also be disqualifying. You may be required to complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous and physically demanding duties.
