Job Description
Recruitment Information This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Regulated Industries Complaints Office. The position is located on Hawaii Island (Kailua Kona). Salary commensurate with education and experience. Duties Summary The Regulated Industries Complaints Office (RICO) is a division of the Department of Commerce and Consumer Affairs (DCCA) and enforces the licensing laws for the various professional and vocational licensing boards, commissions and programs that are administratively attached to the DCCA. RICO's Field Investigation unit conducts investigations, inspections and other enforcement services for the Division. Investigator I-II
- The position performs as an entry-level investigator, receiving formal and on-the-job training in investigative methods, techniques, procedures and laws, rules and regulations pertinent to RICO's jurisdiction. Investigator III-IV
- The position is appointed and commissioned under the authority of
HRS 26-9
(j) and is under the general supervision of the Investigator V. The position is given assignments which are within RICO's jurisdiction. The position performs moderately-complex to complex investigative activities germane tot he prevention and detection of violations related to the rules, laws, and regulations under RICO's jurisdiction. The position also gathers information, write reports and performs other related duties when RICO conducts "unlicensed sting and sweep" operations. The position participates and issues citations in contemporaneous unlicensed cases as well as conducting full investigations. The position may receive technical guidance from a higher-level investigator on more complex work assignments.Minimum Qualification Requirements Education:
Graduation from an accredited four (4) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.Specialized Experience:

- 1/2 year; Level III
- 1-1/2 years; Level IV
- 2-1/2 years Progressively responsible professional investigative experience which demonstrated: (1) initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; (2) ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; (3) skill in preparing written and oral reports and presenting investigative findings in a clear and concise manner; and (4) tact, discretion, and capacity for obtaining the cooperation and confidence of others.
